- This amendment corrects the below and advised that this procurement will be for a commercial item utilizing FAR part 12 procedures in lieu of a military unique item. In addition, updated anticipated issuance date on or about February 29, 2016. This synopsis is for the acquisition of the GEN III Layer 6 Parka, Class 3, Operational Camouflage Uniform (OCP), NSN 8415-01-641-0778(s), PGC: 04051. This acquisition will consist of 2 lots. Lot 1 will be a Small Business Set-aside and Lot 2 will be a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-aside. This is an IDTC acquisition with a one year base term and 2 one year option term. The lot 1, Small business Set-aside, quantities for the GEN III Layer 6 Parka on the base term will be 23,607 each minimum and 118,035 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 94,428. The quantities for each option term will be 23,607 each minimum and 118,035 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 94,428. The lot 2, SDVOSB Set-aside, quantities for the GEN III Layer 6 Parka on the base term will be 23,607 each minimum and 118,035 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 94,428. The quantities for each option term will be 23,607 each minimum and 118,035 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 94,428. The GEN III Layer 6 Parka, Class 3, OCP, SHALL BE MADE IN ACCORDANCE WITH GL/PD 06-06B dated 04 December 2014; pattern dated 03 November 2011. The GEN III Layer 6 Parka, Class 3, OCP is considered military unique. This acquisition will utilize Best Value Source Selection Procedures. Proposals submitted are required to include Product Demonstration Models (PDMs) and Past Performance. Anticipated issuance date will be on or after December 2015. Production Lead Time is 150 days for initial delivery and 120 days thereafter. Deliveries are FOB Destination to LANSING, MI 48906/AUSTIN, TX 78744. All responsible sources may submit offers which DLA Troop Support shall consider.
