- SYNOPSIS The U.S. Environmental Protection Agency (EPA), Testing and Advanced Technology Division (TATD), National Vehicle & Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires a contractor to rebuild three Champion-brand air compressors. The acquisition of these Commercial services will be a total small business set aside. This action will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 811310 ¿ Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a small business size of $7.5 million. The Contractor shall inspect, provide maintenance, and rebuild the Champion air compressors utilizing customary parts, labor, supervision, and equipment necessary for each of the three air compressors. New Original Equipment Manufacturer (OEM) parts are preferred, but equal brand parts are acceptable. During the rebuild, two compressors shall remain in service at all times in order to maintain air to the building systems. Compressors are plumbed with shut off ball valves that allow service work to be performed while the system remains pressurized. At no time will the contractor stop or obstruct compressed air to NVFEL ¿s vital systems. Compressors are located on a mezzanine accessible by a ladder only. Assistance with a lift truck will be available to move heavy loads on to the mezzanine. All work shall be guaranteed for parts and labor for one year. The following is a list of work to be performed on each Champion air compressor: ¿Remove compressor pump from unit ¿Furnish and install new compressor pump ¿Furnish and install new drive belts ¿Test-run unit and check operations ¿Check for any unusual noise or vibration and correct if necessary ¿Operate the safety valves to be certain they are functioning ¿Check pulley and pulley clamp screws or set screws for tightness ¿Inspect pressure switch and contact points in motor starter ¿Evaluate motor for excessive current draw ¿Perform vibration analysis of electric motor on all three axes ¿Reinstall all covers ¿Cleanup work area The full Statement of Work, which will be included in the solicitation, describes and sets forth all requirements for the inspection, maintenance, and rebuild of the Champion air compressors. Award will be made on a Lowest-Priced, Technically Acceptable basis. The full solicitation should be issued on or about February 18, 2016 on FedConnect.net.
