- Booz Allen Hamilton, McLean, VA (N00189-10-D-Z027); Accenture Federal Services LLC, Arlington, VA (N00189-10-D-Z026); and KPMG LLP, McLean, VA (N00189-10-D-Z028) are being awarded a modification for an extension of the ordering period under each of their respective Multiple Award Contracts (MACs) through 31 March 2017 while follow-on MACs are being processed. The MACs cover Financial Improvement and Audit Readiness (FIAR) services and audit response support. Each of these MACs are hybrid Fixed Price / Cost Plus Fixed Fee (CPFF) type, Indefinite Delivery Indefinite Quantity (IDIQ) contracts. During this ordering period extension, individual task orders will be processed in accordance with FAR 16.505; therefore, no funding will be obligated in the modification since actual increases to each respective contract will be based upon the issuance of individual task order awards. Task orders will be funded with mainly Navy Operation and Maintenance and/or Navy Working Capital type funds. Although the MACs resulted from full and open competition; these modifications are being issued in accordance with 10 U.S.C. 2304(c)(1) since the services are highly specialized; and it is likely that awarding task orders to other than current MAC holders would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and would result in unacceptable delays in meeting pressing FIAR milestones.
