Description
High Level Of Requirements SPECIAL NOTICE: SOURCE SOUGHT & REQUEST FOR INFORMATION (RFI). THIS IS NOT A REQUEST FOR QUOTES. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests to include an invite to further explain/demonstrate aspects of their propose approach. Requests for a solicitation will not receive a response. As part of this special notice DCMA will be evaluating for planning purposes if there are an adequate number of qualified and interested small business contractors capable of providing the services and/or products. OVERVIEW The Defense Contract Management Agency (DCMA) conducts formal Earned Value Management System (EVMS) reviews to verify initial and ongoing supplier compliance with the American National Standards Institute/Electronics Industries Alliance (ANSI/EIA)-748 EVMS Guidelines. Since 1999, the DOD has recognized the ANSI/EIA-748 Standard and the DCMA continues to use the ANSI/EIA-748 EVMS Guidelines as the basis for determining initial and ongoing compliance of supplier management systems. The purpose and objectives of compliance with the EVMS criteria are for suppliers to effectively use internal cost and schedule management control systems and for the Government to be able to rely on accurate, valid, reliable, timely, and auditable data produced by those systems for determining product-oriented contract status. The status of supplier EVMS compliance and the data produced by these systems are critical elements of the Defense Acquisition Executive Summary (DAES). The DAES process assists the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT&L)) in providing management and oversight of all Major Defense Acquisition Programs (MDAP), Major Automated Information Systems (MAIS), and special interest programs. DAES program assessments and DAES meetings are prominent methods by which the USD(AT&L) maintains awareness of the execution status of programs under USD(AT&L) purview. ABOUT DCMA DCMA is the Department of Defense's component that works directly with defense suppliers to help ensure that DoD, Federal, and allied government supplies and services are delivered on time, at projected cost, and meet performance requirements. DCMA provides Contract Administration Services to the DoD Acquisition Enterprise and its partners to ensure delivery of quality products and services to the warfighter; on time and on cost. DCMA is a recognized leader of, and contributor to many of DoD's business reform initiatives. Those initiatives' goals are to improve the Nation's defense in the most economical and efficient ways possible. This involves managing 334,000 prime contracts valued at approximately $1.2 Trillion. DCMA is headquartered in Ft Lee, Virginia and currently employs approximately 10,500 civilian and military professionals worldwide. DCMA consists of over 50 Contract Management Offices (CMOs) with over 800 employee duty stations worldwide, working with over 19,000 defense related firms. PURPOSE OF THE RFI The workload for Earned Value Management System (EVMS) compliance reviews, system surveillance and program analysis is labor-intensive (Government/supplier time and resources), and error-prone due to the manual nature of the current approach and differing levels of experience among EVMS analysts. DCMA seeks to improve the quality of analytical and predictive information by standardizing business processes and capabilities. There are two key elements DCMA must accomplish with this effort: (1) Ingest and compile disparate supplier EVMS data, and (2) Utilize standard algorithms for the analysis of that data. This will be accomplished with the use of existing resources and process improvements to the greatest extent possible, only seeking development of new capabilities after other options are exhausted. DCMA seeks to include commercial off-the-shelf (COTS) product(s) within EVAS, which would meet a majority of the High-Level requirements listed in enclosure (1). Responses to this RFI will be reviewed by DCMA for their applicability to the Government's need. As a result of the information gained from this RFI, DCMA may request demonstrations of specific products and conduct follow-on validation and integration testing with COTS components in an Innovation Lab (iLab) environment. Respondents may be requested to demonstrate their approach/product, answer technical questions or provide limited assistance in support of evaluations to help DCMA determine product capabilities, identify integration issues and the overall viability of the product to satisfy DCMA's EVAS requirements. Additionally, the level of effort required to integrate the COTS product(s) into the agency's information technology architecture would be assessed. RESPONSES TO THIS RFI All responses to this RFI should include the following: • Approach to incorporate DCMA algorithms (EV metric specifications) • Approach to ingest and compile disparate data formats (e.g. Primavera, MS Project, OpenPlan, MPM, Cobra, Artemis, etc.) • Electronic copies of user, installation and/or administration manuals • Additional hardware or software requirements necessary to deploy, maintain and support the product in DCMA's production environment • Licensing strategy (e.g. pre-production and non-production server / user) • A list of other Federal or DoD Agencies currently using the product along with contact information of IT POCs in the agency who are knowledgeable of the product • A recommended training approach for technical and business staff • Lessons learned from previous similar product deployments Relevant Technical Specification/Information • Earned Value Analytics System (EVAS) High-Level Requirements (attached) • DCMA Users: approximately 300 users • All software customization and production applications must go through an existing DCMA Software Development Life Cycle (SDLC) process that includes development, integration, performance, and failover testing. • Any solution should support the UN/CEFACT standard as further modified by the PARCA Data Exchange Instructions (DEI) to be fully compliant with the Integrated Project Management Report Data Item Description • To harness the benefits of cloud computing, DCMA has instituted a Cloud First policy. This policy requires vendors to evaluate safe, secure cloud computing solutions as an initial capability. Any COTS software should be available in Software as a Service (SaaS) solution. • The data populated within the solution will be at impact level 4. Any Cloud solution must comply with the DISA Cloud SRG. RFI RESPONSE SUBMISSION • In addition to the above; each response must contain: • An executive summary describing the content and scope of the proposed solution • Company profile, including CAGE Code, DUNS, Socioeconomic Groups • GSA, SEWP, or CHESS contracts. • Primary points of contact • Page Limit of Responses: 20 • Submit any questions by 2:00 p.m. Eastern Time, February 18, 2016. Final responses should be submitted by 2:00 p.m. Eastern Time, March 3, 2016 by email to Joan Kramer at Joan.Kramer@dcma.mil. Electronic submissions should be submitted as an e-mail attachment in Microsoft Word. Please repeat each requirement under "RESPONSES TO THIS RFI" and provide the response beneath. Submit the information in the same order and using the same numbering scheme in this notice to facilitate evaluation and organization by Government reviewers.
