Description
A-10 Teamcenter Implementation Engineering Services Draft PWS 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research, and assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541512, Computer Systems Design Services, which has a corresponding Size standard of $27.5M. 1.2 The Government is interested in all small businesses to include 8a, Service-Disabled Veteran Owned, HUBZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice, if applicable, and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information to determine the best acquisition strategy for this effort. This is neither a request for proposal nor an invitation for bid. There will be no reimbursement for the information provided. 2. Program Details: 2.1 The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for Hill Air Force Base, Utah, and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. 2.2 The A-10 System Program Office, Hill AFB, UT, would like to identify potential sources capable of implementing a Teamcenter Product Lifecycle Management (PLM) environment to manage and control the CAD assembly models and engineering data created for the design and follow-on sustainment of the A-10 aircraft. The Government has determined that these services are at a Teamcenter enterprise level that requires at a minimum the equivalent experience of a Senior Teamcenter Implementation Specialist and a Teamcenter Implementation Engineer. This contract will require working in a relatively forward leaning computer aided design (CAD) environment where almost no drawings are being used. All of the engineering data created exists in CAD models and a Teamcenter database. As a consequence of this approach, interface of this data to other sustainment systems and interfaces must be developed. These interfaces and data include: provisioning, spare part procurement, S/N control tracking, change control of engineering data, analysis and airworthiness data, tooling/manufacturing support data, systems engineering and engineering processes, maintenance and repair sustainment, technical order relationships to engineering data and change control, modifications of existing configuration and data access, requirements management, conversion of WSMT data to Teamcenter, manage the conversion of other weapon system data from WSMT to the Teamcenter database, manage the conversion of data to AFMC A4 Product Lifecycle Management Initiatives (PLMi) systems, etc. 3. Provide documentation that supports your company's capability in meeting the above requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). j. Please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.
