- Fort Belvoir Community Hospital (FBCH) has a requirement to provide Preventative/On-Call Mantenance for two linear accelerators (Model Numbers H294236 and H295046) used in the Oncology Department. The Government intends to procure these services on a sole source basis from Varian Medical Systems Inc, the manufacturer of this equipment. Only the OEM can provide this service because it holds the proprietary data, software and remote access capability to the system required to troubleshoot performance problems. Further, the vendor maintains a training and certification program for its maintenance technicians who perform the work and has developed the proprietary tools and processes required to repair the equipment and only vendor-certified technicians are authorized to work on these machines. Also, spare parts required to perform the required maintanance are proprietary and can ony be supplied by the OEM. Further, if the certified field technicians cannot repair the machines, the vendor has a unique proprietary engineering support process which can solve the most serious repair problems. Lastly, the vendor guarantees that all work performed will result in safe and fully functioning machines and will continue to maintain the machines at no extra cost to the Government. This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized the procurement of these services under other than full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
