- NASA/LaRC has a requirement for Model Center Integrate Software and training to build a Model-Based Systems Engineering (MBSE) core competency within NASA Langley. NASA/LaRC intends to purchase the software from Phoenix Integration, Inc. Phoenix Intergration is the software manufacturer and the only qualified source able to provide the licenses and maintenance on their own proprietary software. This proprietary software is currently in use at NASA LaRC and has been used by the Systems Analysis and Concepts Directorate for a number of years and continues to have significant enhancements in yearly releases of the software which require our continued maintenance. The procurement of a different software package would result in a significant increase of cost, substantial duplication of resources and time for another source to provide the required software & maintenance, and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are Not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
