Description
Federal Bureau of Prisons SOURCES SOUGHT NOTICE PUNCTURE-RESISTANT GLOVES Background: The Federal Bureau of Prisons (Bureau) is an agency of the Department of Justice (DOJ). The Bureau consists of one hundred twenty-two (122) institutions, six (6) regional offices, the headquarters office in Washington, D.C., two (2) staff training centers, and twenty-six (26) residential reentry management offices located throughout the continental United States, Hawaii, and Puerto Rico. It is responsible for the custody and care of approximately 200,000 federal offenders. Approximately 81 percent of these inmates are confined in Bureau-operated correctional facilities or detention centers. The remaining offenders are confined through agreements with state and local governments or through contracts with privately-operated community corrections centers, detention centers, prisons, and juvenile facilities. Purpose: The Bureau is seeking information and sources for Law Enforcement Cut-resistant gloves which are designed to protect hands from direct contact with sharp edges such as needles, glass, metal, ceramics and other materials. This request is issued to determine whether or not there are qualified sources that will be able to meet the requirements. DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Bureau is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government Point of Entry (GPE) Federal Business Opportunities website at http://www.fedbizopps.gov/. It is the responsibility of the potential offeror to monitor these sites for additional information pertaining to this requirement. Description of Information Requested: Capability statements may not exceed 6 pages excluding the cover page via PDF format. Each response should include the following Business Information: a. Company Name; b. Company Address; c. Company Point of Contact, Phone and Email address; d. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.)of small business. e. Sample items • Each test item submitted shall be free from blisters,cracks, or fabric tears; incomplete, inconsistent, or unsecured stitching; sharp or rough edges or corners; and any other evidences of inferior workmanship. • Each submitted item of a given model shall be identical in appearance, materials of construction, and manner of construction. f. The criteria to be addressed include: • Mechanical protection - resistance to cut, puncture, needle stick, and tear; (not required to be resist to stab or slash). • Chemical resistance -resistance to chemicals that could degrade the gloves (or glove components, stitching, etc.), such as riot control devices, bleach or other cleaning solution. • Pathogen resistance - body fluids. • Flame resistance - protect against pyrotechnic devices which may be deployed by officer wearing the glove, for example, flash bang or distraction device protection. • Dexterity: sufficient flexibility in glove to enable weapon manipulation (to include trigger press, malfunctions, reloading, etc.); ability to feel/detect small objects, and the ability to pick up small objects. Provides tactile capability when conducting cell or area searches in the high security correctional environment. • Sizing: The gloves are available from the supplier in a broad range of sizes, such as from small to extra-large. • Vendor will confirm in writing if the protective gloves meets the American National Standard for Hand Protection Classification, ANSI/ISEA 105-2016 or any other applicable national technical standards. • Vendor will submit written test results from an independent testing entity for each standard whereby the company confirms that protective glove has passed the respective national technical standard. • The Vendor shall provide at least the following documentation as part of the written user information: A. Types of threats that the glove is designed to protect against and the part of the glove that has the protection. What should be included in your response: • Do submit comments that address the Government's requirements, assumptions, conditions, or contemplated approaches. • Do submit information and suggestions that may encourage new, different or innovative approaches that would result in direct cost savings to the Government. What should not be included in your response: • Do not submit proposals or offers. • Do not submit capability statements, white papers, or other company marketing materials. • Do not submit requests to be considered for award or to be notified of a future solicitation. • Do not submit requests to be added to a mailing or distribution list. • Do not submit questions or comments not related to this RFI. • Do not respond via telephone "Responses to this RFI is intended solely for the use to improve communications between potential contractors and the Bureau of Prisons. If for some reason, the responses are requested by outside parties (i.e. FOIA request), the information is not protected as source selection information (FAR 2.101 and 3.104). If you intend for the information to be exempt from disclosure under FOIA Exemption 4, please indicate this in your response. Furthermore, indicate that your response is proprietary information may not be used, reproduced, or disclosed to any other parties for any other purpose without the expressed written permission of XXXXXX."
