The MICC Fort McCoy requires the following items, Meet or Exceed, to the following: Base Period of Performance: 04/01/2016 - 03/31/2017 LI 001: 0001 REFUSE REMOVAL SD008 BASE YEAR The contractor shall provide all personnel, labor, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items or services necessary to perform refuse services at facility SD008 located at 4400 North View Avenue, Sioux Falls, SD 57101 as defined in the Performance Work Statement, type and frequency charts, and the terms and conditions of the solicitation and resultant contract., 12, Months; LI 002: 0002 RECYCLING SD008 BASE YEAR The contractor shall provide all personnel, labor, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items or services necessary to perform recycling services at facility SD008 located at 4400 North View Avenue, Sioux Falls, SD 57101 as defined in the Performance Work Statement, type and frequency charts, and the terms and conditions of the solicitation and resultant contract., 12, Months; LI 003: 0003 ROLL-OFF SD008 BASE YEAR The contractor shall provide all personnel, labor, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items or services necessary to provide roll-off services up to 4 times per year that requires one 20 cubic yard container at the designated location to take away additional refuse accumulated because of unforeseen issues., 4, EA; LI 004: 0004 CMR SD008 BASE YEAR The contractor shall report all contractor manpower required for performance of this contract. Please refer to the CMR users guide at the website provided in the PWS to assess the level of effort that will be required to comply with this requirement. Inputs may be reported anytime during the Fiscal Year, all data shall be reported no later than October 31 of each calendar year. Invoicing for this CLIN shall not be submitted for payment until completion of reporting as indicated. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort McCoy intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort McCoy is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Sellers shall be registered in the SAM database (www.sam.gov) under the NAICS code listed in the RFQ Attachment. If the prospective awardee for this request for quotes is not registered in the SAM database under the correct NAICS, the government reserves the right to proceed to award to the next otherwise successful registered offeror. Sellers MUST address and provide supporting documentation for ALL salient features listed in the RFQ Attachment. The terms and conditions of this requirement, including additional buy terms are listed in the RFQ Attachment. Sellers MUST review the RFQ Attachment. Sellers shall fill out DFARS 252.209-7991. Refer to the RFQ Attachment to see this clause in full text. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance of period.
