- GENERAL INFORMATION Announcement Type:Sources Sought Notice Announcement Number: DJD-16-N-0004 Posted Date:02/09/2016 NAICS Code:511210 (Software Publishers) Size Standard:$38,500,000.00 DESCRIPTION This is a Source Sought notice. This is not a request for proposals and does not obligate the Government to award a contract. The Drug Enforcement Administration (DEA) is conducting market research, and is encouraging all responsible businesses, including small businesses, to respond to this notice. The information requested herein will be used within the DEA to facilitate the decision making process in acquisition planning, and will not be disclosed outside the agency. The DEA will not be responsible for any cost incurred by interested parties in responding to this notice. Unsolicited proposals or offers of any kind will not be considered in response to this notice. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to the notice will not be returned. At this time, questions concerning the composition and requirements of any future solicitation regarding the requirement referenced herein will not be accepted or addressed by the Government. The purpose of this notice is to gather information to determine the availability of vendors capable of delivering Maintenance, Repair and Overhaul (MRO) IT software in support of the DEA's Aviation Division in accordance with the attached draft Statement of Objective (SOO). REQUIREMENTS The DEA Aviation Division is seeking information from potential sources to deliver an MRO IT software solution to support the management of a fleet of fixed wing and rotary aircraft. The primary objective shall be aircraft management, forecasting, planning, scheduling, training and recordkeeping. Other areas of interest shall be aircraft maintenance related activities such as inventory control, procurement, and maintenance services. The enterprise software shall meet all the specifications as identified in the attached draft SOO and DEA MRO Specifications (MRO Specs) document, and be in accordance with all applicable industry standards and best practices. RESPONSES Interested vendors who believe it possesses the necessary capabilities to meet the MRO requirement identified herein should submit a technical description of their capabilities. Interested vendors are not required to provide a response to the specifications included in the MRO Specs. The government has provided its requirements for reference only. The SOO and MRO Specs will be included in the subsequent solicitation. Interested vendors' capability statement responses shall include, but not limited to: technical capability, facility description and relevant past performance. Interested vendors shall also submit a Rough Order of Magnitude (ROM) pricing based on the requirements and estimated time for delivery for the software. Interested vendors shall also provide the Government the following information: •Point of Contact •Address •Telephone •Email address •DUNS Number •Tax ID Number •Cage Code •Business Size Category (large, small, small disadvantaged, etc.) •Brief summary of the company's capabilities, personnel, and related software producing/publishing experience •Information regarding previous work similar to this requirement, including work done for other government agencies (include names of the government agencies).
