- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a delivery order modification under Basic Ordering Agreement (BOA) N0019-14-G-0004 to Sikorsky Aircraft Corporation, 6900 Main Street, P.O. Box 9729 Stratford, Connecticut 06615-9129, on an other than full and open competition basis for the effort associated with the procurement of five remaining kits (6-10) and engineering support for the VH-3D Cabin Interior and Environmental Control System (ECS) Upgrade. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Sikorsky Aircraft Corporation is the sole manufacturer of VH-3D and VH-60N variant aircraft. The company is currently on contract for a VH-3D weight reduction effort, involving replacement of obsolete and degraded Cabin Interior and Environmental Control Systems (ECS), including non-recurring engineering and procurement of five kits. Sikorsky is the only known responsible source with the necessary technical data, knowledge, experience, and expertise required to provide the kits and engineering for the installation of the VH-3D Cabin Interior and Environmental Control System (ECS) Modification. This notice of intent is not a request for competitive proposals.
