- PWS The Defense Human Resources Activity (DHRA) intends to award a sole source contract to ASM Research, 4050 Legato Rd, Ste 1100, Fairfax, VA 22033-2895 in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. DHRA, on behalf of the Sexual Assault Prevention and Response Office (SAPRO), requires a bridge contract for continued maintenance and operational support services for the Defense Sexual Assault Incident Database (DSAID). The intent of the bridge is to allow time to get the necessary Department of Defense (DoD) system approvals and complete the full follow-on competitive contract. This notice is NOT a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein and in the attached Performance Work Statement (PWS) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under negotiated procedures in accordance with FAR Part 12 and Part 15. This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-86 effective 01 Feb 2016 and DPN 20151230.
