- Metro is issuing this RFI to gather recommendations of possible additional features needed to establish alternatives to MetroAccess. Maryland Abilities-Ride Request for Information (RFI) Introduction This is a Request for Infonnation (RFI) only and does not constitute a commitment, implied or otherwise that the Washington Metropolitan Area Transit Authority (Metro) will take procurement action in this matter. Further, Metro will not take any responsibility for any cost incurred in providing infonnation in response to this RFI. Per the Americans with Disabilities Act (ADA), which requires public transit ag encies to provide paratransit service that complements the agency's fixed route services, i.e. bus or rail, Metro serves as the Washington Metropolitan region's paratransit provider by offering MetroAccess service. In keeping with the ADA intent for such paratransit services, " paratransit functions as a " safety net" for people with disabilities who are unable to "mainstream" into the transit system for all or some of their travel, Metro is pursuing the development of a new alternative service for customers eligible for the MetroAcces s. This and other alternatives already established in the region are designed to be a secondary option for customers with disabilities, with fixed route services being the primary option, and MetroAccess serving as the safety net. In an attempt to continuing the region's success with alternatives, Metro is considering the establishment of an alternative utilizing a transportation network or general common carrier company that would use an online platfonn to connect a specific group of eligible customers with transportation providers meeting specific criteria for participation. Metro has outlined a set of requirements it believes will be needed to provide a quality, accessible, and flexible alternative to MetroAccess. Metro is issuing this RFI to gather recommendations of possible additional features needed for such a service, and to hear from potential providers on the feasibility of the service requirements currently outlined along with possible additions. The feedback received in response to this RFI will be used by Metro to detennine next steps in pursuing the establishment of an alternative using this model or to develop other alternative models for consideration.
