Description
SOURCES SOUGHT SYNOPSI GENERAL INFORMATION This is a SOURCES SOUGHT SYNOPSIS ONLY. Responses to this notice will be used for information and planning purposes. No formal solicitation document exists at this time. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Altoona VAMC is seeking sources that can provide WATER ANALYSIS & EDDY CURRENT TESTING SERVICE, in accordance with the attached statement of work below. All Responses and inquiries shall be emailed to Donald Butler at Donald.Butler3@va.gov. Responses must be received no later than February 2, 2016. Product Service Code used. 4.Registration in SAM? 5.Please provide any other information or questions you may fell is relevant. STATEMENT OF WORK - WATER ANALYSIS & EDDY CURRENT TESTING SERVICE CONTRACT 1.REQUIREMENTS: Contractor shall provide all labor, materials, tooling, equipment, protective clothing, supervision, inspection, testing and reports necessary to perform a professional water analysis and treatment program per requirements herein. All equipment shall be furnished and installed by the contractor. Contractor will provide the services of an experienced Water Treatment Technical Representative to manage a chemical water treatment program during the length of the service agreement and provide monthly service visits by a Certified Water Technologist (CWT). Contractor will submit Manufacturer's Literature and data including: 1.Cleaning compounds (if any are used) 2.Chemical treatment including operating instructions (if any are used) 3.Water Analysis Reports 4.Eddy Current Reports (every 3 years) 5.MSDS for all proposed chemical compounds, based on U.S. Department of labor Form No. L5B-005-4 6.Submit Maintenance and operating instructions on any equipment installed Contractor will provide labor to perform Water Treatment Services on the following: 1.Chilled Water Systems 2.Hot Water Systems 3.Steam Boiler system (3 boilers) 4.Chiller Condensor Cooling Water System (3 chillers) listed below: Trane CenTraVac Model- CVHF910 SN - L12K04012 Size - 800 ton Trane CenTraVac Model - CVHE500 SN - L12J03871 Size - 400 ton Trane CenTraVac Model - CVHE500 SN - L01C07320 Size - 400 ton Contractor will supply and install the following equipment: 1.(1) Chemical Controller 2.(3) Chemical Pumps 3.(1) Chemical Meter Contractor will provide Water Treatment Program which shall consist of the following: 1.Manage a chemical water treatment program for the systems listed above. 2.Provide, install and maintain chemical feed and control equipment for the Chiller Condenser Cooling Water System. 3.Provide monthly service visits by a Certified Water Technologist (CWT). 4.Provide system checks and service reviews of program. 5.Provide Product Bulletins for chemicals used in this program. 6.Provide Material Data Safety Sheets and detailed training on the MSDS sheets supplied with the chemicals used in this program. 7.Provide photographic inspection of equipment for documentation of results and technical analysis. 8.Provide comprehensive laboratory services for any special analysis required. 9.Collect and analyze all pertinent water samples. 10.Report on abnormal operating conditions. 11.Develop chemical control ranges and corresponding corrective action procedures. Contractor will perform Eddy Current Testing on the 3 Trane Chillers once every three years. Eddy Current Testing on Evaporator and Condenser Tubes shall include: 1.Site set-up and customer check in 2.Lockout-Tagout energy sources 3.Perform Eddy Current Testing on Evaporator and Condenser Tubes on all chillers 4.Review Eddy Current analysis with VAMC at time of testing 5.Remove lockout-tagout devices at appropriate time 6.Furnish complete Service Work Reports in both hard copy and electronic copy formats 7.Provide VAMC with a written report of Eddy Current Testing analysis results in both hard copy and electronic formats Clean-up and Maintenance: 1.All items made useless by this work shall become the contractor's property and shall be removed off-site at the end of each shift. 2.Do not allow debris to accumulate 3.Do not use VA Dumpsters to deposit debris. Work shall not include the following: 1.Hazardous Material identification, abatement and/or removal 2.Chiller Tube removal and re-installation. Condenser and Evaporator Tube brushing for Eddy Current Testing. 3.Chemical for the systems listed above 2.SERVICE: All services shall be scheduled with the Contracting Officer Representative (COR). Work shall be performed during the Medical Center's regular administrative working hours, 8:00 am to 4:30 PM Monday through Friday (excluding federal holidays). Upon arriving at the Medical Center to perform service, the contractor shall report to the Police to obtain proper identification. 3.REPORTS: A written report of each test shall be furnished to the COR within acceptable timeframe.
