- Statement of Work and Salient Characteristics Solicitation Ellsworth AFB, SD has a requirement for a Dry Cleaning Machine. The government intends to award a single firm fixed price contract using FAR Part 12, 13, and 15 Procedures. The government intends to issue a request for proposal (RFP) for a Dry Cleaning Machine at Ellsworth AFB, SD. Foreign participation is not permitted.
