- Statement of Work 1. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. 2. This notice is being issued as a Request for Quotations (RFQ) for training, program evaluations, and program support to the NASA Ombudsmen program. See attached Statement of Work for specific details. 3. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. 4. The provisions and clauses in the RFQ are those in effect through FAC 2005 - 85. 5. This procurement is a total small business set-aside. 6. The NAICS Code and the small business size standard for this procurement are 611430/$11.0 respectively. The offeror shall state in their offer their size status for this procurement. 7. All responsible sources may submit an offer which shall be considered by the agency. Offers should be submitted via email to Susan.B.Rambo@nasa.gov no later than 4:oo pm on February 26, 2016.. Offers must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. 8. The Government may consider a late quotation or modifications to a quotation received after the date indicated for receipt of quotations but before the Government has made an offer, should such an action be in the best interests of the Government. 9. Offerors shall provide the information required by FAR 52.212-1 (APR 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference. 10. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. 11. FAR 52.212-4 (DEC 2014), Contract Terms and Conditions-Commercial Items is applicable. 12. FAR 52.212-5 (MAR 2015), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: (c), e.g., 52.222-26. 13. FAR Clause 52.204-7 System for Award Management (Jul 2013) is incorporated by reference. 14. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html 15. The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm 16. All contractual and technical questions must be submitted via email to Susan.B.Rambo@nasa.gov not later than February 18, 2016. Telephone questions will not be accepted. 17. Evaluation: Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). This should include adequate past performance information of at least three previous contracts held with Government Agencies or Private Industry. 18. Offerors must include completed copies of the provision at 52.212-3 (MAR 2015), Offeror Representations and Certifications - Commercial Items with their offer. The provision may be obtained via the internet at URL: http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_000.htm. These representations and certifications will be incorporated by reference in any resultant contract. 19. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. 20. Prospective offerors shall notify this office of their intent to submit an offer. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). 21. Brand name or equal quotes. If quoting "or equal" items, please provide manufacturer(s) and part number(s) via email to the Point of Contact for this RFQ. 22. Costs of quote preparation. The RFQ is not an order. This is a request for information, and quotations furnished are not offers. This RFQ does not commit the Government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. 23. Additional GSA contract information. If quoting on item(s) on a GSA contract, in addition to providing the GSA contract number, the quoter shall include all other pertinent GSA contract information, if available, and show all of the applicable discounts. 24. Warranty information. Please indicate the warranty on the item(s) you are offering. 25. Taxes. Quoted prices should include applicable Federal, State and local taxes.
