Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334413 with a small business size standard of 500 employees. AFRL/RITE requires the purchase of one (1) complete Rb standard frequency laser system consisting of the following components: • D2-005 Low-noise linear power supply o provides ±15 and +5 VDC o separates line noise from experiment o no switching noise o power up to 4 active modules • D2-105-200 200 mA laser controller o low-noise Libbrecht-Hall design o < 100 nA rms noise (10 Hz - 1 MHz) o > 3 GHz modulation capability o two stages of PID temperature regulation o can use independently of system • D2-100-DBR 780 nm laser head o <1 MHz linewidth o current tuned: no moving parts eliminates mechanical resonances o on resonance with Rb D2 transitions o >40 mW output power o >40 GHz MHF tuning o anamorphic prism pair for beam shaping o integral optical isolator (>35 dB) o size 3.75" x 3.975" x 1.7" • D2-210 Saturated Absorption Spectroscopy Module o Rb spectrum frequency reference o magnetic shielding o large dynamic range power input (<2 mW to >1,000 mW) o pass-through or terminal beam configurations o easy alignment optomechanical mounts o size 3.62" x 4.98" x 1.7" o can use independently of system • D2-125 Reconfigurable Servo features o full PI2D loop filter with 10 MHz bandwidth o internal ramp generator o auxiliary servo channel for long-term drift or PZT control o lock guard auto relock functionality o ramp centering servo signal offset capability o peak locking functionality o can use independently of system • Two year warranty. The Government intends to negotiate a sole source contract for the purchase of the system described above with Vescent Photonics, 14998 W. 6th Ave #700, Golden, CO, 80401. The Government has determined that no other source can meet the requirements for this turn-key system. Vescent Photonics is the only producer of the highly specialized system which features a Distributed Bragg Reflector (DBR) laser diode which has no moving parts or piezos. This makes it highly immune to vibrations and mechanical resonances which significantly reduces maintenance time while increasing stability. This turn-key atomic reference laser system is to be used as an etalon for all other lasers in the laboratory. As the system is intended to be a reference system, its downtime affects the ability to perform experiments, and thus meet the mission schedule. This is a notice of proposed contract action and NOT a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 15 Mar 2016. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
