- PWS Quote Registry Uninterrupted Power Supply (UPS) & Environmental Conditioning Unit (ECU) Service Maintenance and Repair Synopsis: This is a combined synopsis/solicitation for a commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-86. The solicitation number for this requirement is W91ZLK-16-T-0002. This requirement is being solicited as a Total Small Businesses Set Aside. The associated North American Industry Classification System (NAICS) Code is 238220 Plumbing, Heating, and Air-Conditioning Contractors. The Government contemplates an award of a hybrid type Firm-Fixed Price (FFP) Time & Material (T&M for non-business hours repair only) contract and will be based on the Lowest Priced Technically Acceptable (LPTA) offer. Description of Requirement: The intent of this requirement is to acquire Preventive Maintenance and Repair Services contract for the Uninterrupted Power Supply (UPS) & Environmental Conditioning Unit (ECU) located at the U.S. Army base at Aberdeen Proving Ground, Maryland for a period of one year and two Option Years. For more specific information regarding this requirement, please refer to attachments. INSTRUCTIONS to OFFERORS: Technical Evaluation Criteria Offerors shall be evaluated for technical acceptability based on the following deliverables: Environmental Systems Maintenance Contractor: 1.Contractor must be a Liebert USA Certified environmental contractor and factory trained on environmental air conditioning units (submit certificate). 2.Service technicians must have a minimum of 3 years of experience in servicing and maintaining Liebert computer room environmental units (submit resume). 3.The contractor must be capable of offering Fast Response 24 hour emergency service. 4.The contractor must be capable of offering a four (4) hour Emergency Service Response on computer room environmental units. 5.Service vehicles must be specifically stocked with commonly needed parts for servicing Liebert and/or Stulz computer room environmental units. UPS Systems Maintenance Contractor There are six UPS units initially included within the scope of this contract, by four different manufacturers: Liebert, Eaton, APC, and MGE. 1.Service technicians must have a minimum of 3 years of experience in servicing and maintaining those brand UPS units (submit resume). 2.Service technicians must have factory training on at least one of the brands (submit certificate or proof of training). 3.Contractor must be a Small Business and is represented by NAICS Code 238220 with no exclusion record and not debarred from receiving Government Contract at the time of award. Partial quotes will not be evaluated. • All quotations must be signed, dated, and submitted via email to rex.m.valdez2.civ@mail.mil by 14 March 2016 at 4:00 p.m. Eastern Time. • For Repair, please provide the labor rates for non-business hours, holidays, week-ends to include travel fees, per diem, accomodation, meals, and misc expenses. • Attachments included are: Performance Work Statement, and Quote Registry. • Vendors who are not registered in the System for Award Management (SAM), www.sam.gov, database prior to award will not be considered.
