Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 750 employees. AFRL requires (QTY 4) Man Portable Unit Gen 4 (MPU4) Wave Relay radio dismount kits with battery packs Required items offer unique capabilities not available in other tactical radios including the following networking, security, Android, voice, and management features. Networking: • Seamless layer 2 network connectivity. • Industry leading Wave Relay P2P MANET routing. • 802.11a/b/g AP compatible with MANET. • Integrated serial-to-Ethernet capability. • Cursor-on Target. • WaveRelay over IP (WRoIP) • Dynamic Link Exchange Protocol (DLEP) Certified. • IPV4 and IPV6 compatible. • Integrated DHCP server. • Advanced multicast algorithm. Security: • Integrated hardware cryptographic accelerator. • FIPS 140-2 (Up to level 2). • Utilizes all Suite B algorithms. • Anti-tamper mechanisms. • AES-CTR-256 with SHA-512 HMAC. • Over the air re-keying. Android: • Multicast Video, position locator and chat in an Android application. • Supports commercial/custom phones and tablets. • Provides power through USB tether. Native Voice Capability: • Support up to 16 channels of Push-to-talk (PTT) Voice. • G.711 Codec for Radio-over-IP (RoIP) interoperability. Management: • Secure web management interface. • Network wide management and configuration functionality. • Google Earth based network monitoring. The Government intends to negotiate a sole source contract with Persistent Systems. 303 5th Ave. Suite 207 New York, NY 10016. The Government has determined that no other commercial source can meet this requirement; as the capabilities of the Man Portable Unit Gen 4 (MPU4) WaveRelay radio manufactured by Persistent Systems is an extremely capable tactical radio which offers unique features unavailable in other tactical communications systems. The features include seamless Layer-2 Ethernet connectivity that facilitates plug-and-play operation of cameras, video encoders, IP sensors, and other devices. In addition, the MPU4 is the smallest, lightest and most portable wireless Mobile Adhoc Network (MANET) solution available. The MPU4 is compatible with various standardized batteries, providing up to 14 hours of run-time. The MPU4 connects to Android phones and tablets through a high speed secure cable which also powers the device from the battery. This is critical to field testing the performance of GOT-IT information management services that run on the Android platform and interact with Android-hosted tactical moving map applications in use by our military customers. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 11 March 2016. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
