- COMBINED SYNOPSIS/SOLICITATION (I)This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II)This solicitation is issued as a request for proposal (RFP). (III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. (IV)This solicitation is being issued as a small business set-aside. The associated NAICS code is 541430. The small business size standard is $7,500,000. (V)This combined solicitation/synopsis is for purchase of the following commercial services: The purpose of this solicitation is to obtain design and editing services for business plans and brochures produced by the Business Management Group. The design of printed business plans will be loosely based on a previously developed business plan template, which will be provided. (VI)Description of requirements is as follows: Independently, and not as an agent of the government, the contractor shall provide all publication planning, editing, and design services including labor, materials, equipment, and facilities necessary for the development of printed business plans and brochures. A basic design template for the business plans has previously been developed and will be provided to the graphic designer for use in creating the above mentioned plan. The business plans will run approximately 20-60 pages and will include a table of contents, front matter, multiple chapters, and an acknowledgements section. Plans are full-color publication with bleeds possible on multiple pages. Trim size is 8 ½ ¿ by 11 ¿ landscape. Binding is saddle-stitch. The final number of pages is divisible by four, so as to create a booklet. Some business plans may also include the development of brochures or other shorter documents base on the business plan content. The brochure will also be a full-color publication. This work also includes light editing of provided draft text. All final files must be PDF accessible for the visually impaired and others with disabilities. No travel is required. (VII)Place of performance shall take place at the contractor ¿s facility. (VIII) Period of performance shall be 03/01/2016 through 02/28/2021. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Apr 2014), applies to this acquisition. In addition to written pricing, offers are instructed to provide a technical proposal, key personnel information and past performance. (X) FAR 52.212-2, Evaluation ¿ The Respondents ¿ technical proposals shall be evaluated on: Technical Evaluation Factor 1 - Technical Approach (50%); Technical Evaluation Factor II - Key Personnel (20%); Technical Evaluation Factor III -Experience (20%); and Technical Evaluation Factor IV - Past Performance (10%). Weighting of each criterion is shown in parentheses. All evaluation factors other than price, when combined, are significantly more important than price. A proposal deficient in any evaluation factor will not be selected for award. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ¿ Commercial Items (Nov 2013), with its proposal. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions ¿ Commercial Items (Sep 2013), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ¿ Commercial Items (Jan 2014) applies to this acquisition. (XIV) The Government intends to award an IDIQ contract that includes the option for task orders to be issued on a firm-fixed-price basis.
