- Description
- The United States Army Special Operations Command (USASOC), Fort Bragg, NC, has a requirement for a Contractor to provide non-personal services and provide all personnel, supervision, supplies and other items and services (not specifically identified herein to be Government-furnished), necessary to provide Special Operations Forces (SOF) Multi-Purpose Canines and Handler Training. The Contractor shall possess the capability of providing the latest methodologies in the Canine Community regarding skilled canines and associated training and lodging and equipment in accordance with the requirements stated within the Performance Work Statement (PWS). The Contractor shall provide a Multi-Purpose Canine Handlers Course that will train a soldier with no canine experience to handle a Multi-Purpose Canine in basic and combat situations. Additionally, the Contractor shall provide pre-trained Multi-purpose Canines capable of on and off leash forensic, Explosive Ordinance Detection (EOD) for area, route/road, vehicle and building clearance, Sensitive Site Exploitation (SSE), pursuit, tracking/trailing, patrol/bite-work, close quarter combat apprehension, and bite and hold capability to restrain fleeing subjects by using less lethal means as provided in accordance with the PWS. The anticipated period of performance is for a twelve (12) month base ordering period and four (4) twelve month optional ordering periods. The primary place of performance will be at the Contractor's training facility. The NAICS code applicable to this requirement is 812910, "Pet Care (except Veterinary) Services," with a small business size standard of $7 million. This requirement will be for Full & Open competetition and will be subject to the policies and procedures outlined in the Federal Acquisition Regulation (FAR), and other applicable regulations and FAR supplements. One or more of the items under this acquisition may be subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The Request for Proposal (RFP) is anticipated to be made available to interested industry participants late February 2016. The RFP and any subsequent documents will be accessible through the following site only: https://www.fbo.gov, Federal Business Opportunities. All responsible sources are encouraged to submit a proposal at the designated date/time as indicated in the solicitation. Potential offerors are responsible for monitoring the above site for the release of the RFP package and any subsequent amendments. No paper copies of the RFP will be mailed and telephone requests will not be honored.
