- The Social Security Administration intends to extend contract number SS00-09-60111 with the National Disability Rights Network (NDRN), 900 Second Street, NE, Suite 211, Washington, DC 20002 on a sole source basis for a period of three months to provide continued centralized administration and management of representative payee (rep payee) monitoring. The Social Security Administration is currently re-competing these services, but has experienced delays in the acquisition process. Based on the need to obtain continued support in rep payee monitoring to mitigate the risk of organizational fraud and abuse to beneficiaries with disabilities, it is necessary to extend the contract. A short-term extension to the existing contract is being sought to bridge the gap between the old and the new contract. The 3-month extension will cover the period of 03/29/2016-06/28/2016. This procurement is being made under the authority of FAR 6.302-1 (41 U.S.C.253(c)(1)) "Only one respons! ible source and no other supplies or services will satisfy agency requirements." The sole source is based on the source's unique ability to provide the continued services. NDRN already has in-depth experience with the rep payee monitoring and reviews required under this contract. As these types of reviews are unique to Social Security, there is a learning curve in managing and monitoring the reviews as well as actually performing the reviews. Given the short period of performance for the extension, it could potentially take most of this time for a new contractor to adjust to and become efficient in the review processes. Additionally, Is NDRN's unique capabilities include its intrinsic knowledge of Protection and Advocacy (P&A) case law and P&A management issues. This is not a formal solicitation. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that the required capability is available from other sources and competition would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the procurement will be awarded without further notice. A determination by the Government not to compete this proposed contract extension based on this notice is solely within the discretion of the Government.
