- The Pension Benefit Guaranty Corporation (PBGC) is a Government owned corporation, established under Title IV of the Employee Retirement Income Security Act (ERISA) of 1974. Background and mission information are available at http://www.pbgc.gov/about/who-we-are.html. PBGC has a requirement for Operations & Maintenance and Developmental, Modernization & Enhancement services. Interested parties are responsible for monitoring FBO for the most up-to-date information about this requirement. Paper copies of the solicitation and any amendments will not be distributed. Further inquiries regarding this solicitation must be sent to the Contracting Officer, Roland Thomas, at thomas.roland@pbgc.gov, and the Contract Specialist, Gregg Wizar at wizar.gregory@pbgc.gov. This requirement will be solicited as a 100% Full and Open competition. The anticipated period-of-performance for this requirement is a one (1) 12-month base period and four (4) 12-month option periods. In order to be eligible for award, all responsible sources must be registered with the System for Award Management (SAM). Contractors may register online at the website, www.sam.gov. The solicitation document, including amendments, will be distributed through the Federal Business Opportunities (FBO) website https://www.fbo.gov. The Solicitation number is PBGC01-RP-16-0011. Expected Solicitation Release Date - February 26, 2016 Proposal Response Date - March 26, 2016 at 12:00 P.M. EST Anticipated Award Date - August 1, 2016. The NAICS code for this requirement is 541512, Computer Systems Design Services, with a small business size standard of $27,500,000.00. Place of Performance - 1200 K Street, NW, Washington D.C., 20005 The objective of this procurement is to acquire a combination of actuarial expertise and system expertise for the Operations and Maintenance of the Benefit Calculation and Valuation Legacy Suite of Applications and BCV tools. The BCV system and tools support PBGC by estimating pension benefits, calculating plan liabilities, producing final benefit statements and re-calculating benefits. Services will also be procured for the Development, Modernization and Enhancements (DME) and Operations and Maintenance O&M of a modernized BCV. Any interested vendors shall review FBO for more information regarding this requirement and for the posting of the Request for Proposal.
