Description

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source IDIQ contract for a 12 month base and (4) annual option years to obtain STAT and Non-STAT Specialized Laboratory Testing Services for the VA Connecticut from Yale New Haven Hospital, 20 York Street, New Haven, CT 06504. Due to the affiliate relationship with the VA CT through Yale University, which utilizes Yale New Haven Hospital as their teaching hospital, as well as their ability to meet the need for the time sensitive and rapid turnaround time for STAT lab testing, Yale New Haven Hospital is the only vendor that can meet this need. Since the intent is to procure these services on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The solicitation will be available to Yale New Haven Hospital on or about 2/18/2016. One response was received to the Sources Sought Notice published to FBO on 1/7/2016 under #VA241-16-Q-0160. However, it was determined that the interested party would not be able to meet the 1 to 2 hour rapid turnaround time requirement needed for STAT lab testing since their facility is not located within the necessary geographic proximity. The applicable NAICS code is 621511. The FSC/PSC is Q301. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
