Description
This notice is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposals or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation, which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding. The Bureau of Engraving and Printing Eastern Currency Facility located in Washington, DC is seeking information on a web press needed for the printing of money bands and other security items. The minimum general requirements are press speed of 650 feet per minute, a web width of 20 inches and not to exceed 28 inches, paper stock 28 pounds with a thickness of 0.005 inch, and print to print accuracy of ±0 005 inch. The press shall be equipped with a turret re-winder having four (4) shafts minimum, a maximum spool size of 12.6 inches and a core size of 4.72 inches Other requirements are as follows: • Roll stand/splicer (50-60" roll) with two (2) sets of air shafts: standard 3" and a 5". • Electronic web guide • Ten (10) printing units with continuous damping systems (10 print units with 26" cutoff and 2 units with a 27.5" cutoff) • Cylinders under cut to accept dry offset plates • Four (4) printing units with rainbow printing (adjustable. oscillation) • Turn bar (minimum of one) • Ultra-Violet (UV) drying system (Conventional, Hybrid or LED) • Ink mist removal system over each printing unit • Glue unit (Hot melt) for smaller money bands • Chill unit for hot melt • Numbering unit (impact) with appropriate system for verification of number incrementing • Hole punching unit (5/32" holes at 1/2" intervals) with vacuum system - 3 rings minimal • Horizontal perforation unit • Vertical perforation unit or wheels • Fan fold unit • Sheeter with spare knives and two cut off lengths (26" and 27.5") • Slitting unit • 40" Roll to roll splicer / re-winder with 2 sets of air shafts: standard. 3" and a 5" • Electronic web guide for finishing end of press • Color control console with closed loop densitometer • Counters or web foot counter • Auto register system • Plate bender • Refrigerated water tanks Optional Features • Inkjet/offset last printing unit for voiding when not numbering • Inspection for printing and/or color • Glue unit (anilox coater) for money bands with UV curing drying unit for back side of sheet • Extra complete printing unit   Interesting party of any size can submit a capability statement that details their corporate capabilities and experience in performing similar equipment. Within this capability statement, interesting parties must detail relevant and recent experience. As well, interested parties shall provide the following information in their response: 1. Company name, address, phone number, primary contact(s), email address, ALL applicable NAICS code(s), business size (i.e., small/large), company's socioeconomics (i.e., woman-owned, HUBZone, Service Disabled Veteran Owned, etc.) and DUNS Number. 2. Product information, specifications, and capabilities. 3. Origin/country where the product is manufactured. 4. Typical delivery schedule for the equipment. All questions shall be submitted to Gladys Wilks via email to Gladys.Wilks@bep.gov no later than 5:00 PM Eastern Standard Time (EST) on 29 February 2016. All responses shall be in MS Word or Adobe Portable Document Format (PDF) and must be received by the specified due date and time. Please note that the collection of this data does not obligate the U.S. Government to the incorporation of the solicited comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this notice. Proprietary information should not be included in the responses, further, responses to this notice will not be returned.
