Description
The Naval Air Systems Command (NAVAIR) intends to award a sole source Cost Plus Fixed Fee (CPFF) contract to The Boeing Company. This contract will integrate an Advanced Harpoon Weapon Control Systems (AHWCS) onto a Littoral Combat Ship (LCS). The Boeing Company will provide integration, training and support services to install the AHWCS onboard the LCS to meet NAVAIR requirements by the third quarter of fiscal year 2016. Contract award is anticipated for the third quarter of fiscal year 2016. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." NAVAIR intends to award this effort to The Boeing Company which is the Original Equipment Manufacturer (OEM) for the AHWCS. The Boeing Company is the only company with access to and rights to the proprietary information, expertise, special skills, facilities, training aids and historical documentation required to integrate and support this equipment within the required timeframe to meet current fleet needs. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty days after date of publication of this synopsis will be considered by the Government. Subcontracting opportunities are not expected but can be confirmed by visiting The Boeing Company's website at: www.boeing.com. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
