- Description
- The Centers for Disease Control and Prevention, National Center for Environmental Health (NCEH), Division of Laboratory Services intends to award a sole source firm-fixed price purchase order for Dynabeads Protein G used in the CDC's mission to isolate Butyrylcholinesterase (Bche) from biological matrices, specifically human blood to Life Technologies 3175 Staley Road, Grand Island, N.Y. 14072. The contract will be for four months with 2 four month option periods. The isolated BchE using Dynabeads Protein G facilitates the detection of human exposure to nerve agents. The requirement stipulates that methods used within the lab must adhere to rigorous standards set forth by the Clinical Laboratory Improvement Amendments (CLIA). The lab has used Life Technologies Dynabeads historically to build and develop their existing CLIA methods. These methods rely on the Dynabeads to have a high amount of consistency in variability, compatibility, quality and chemistry. Life technologies has the capability to consistently produce the exact product needed for future methods to meet the standards set forth in proficiency tests. Any other vendors' product would disrupt and delay critical testing for nerve agents simply because the time to develop and re-validate methods could be detrimental to the lab's mission. No other vendor can meet all of the criteria for Dynabead quality or provide the need for compatibility to the testing methods already being used. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 325413 and In-Vitro Diagnostic Substance Manufacturing with a size standard of 500 employee. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for quote. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
