- Solicitation I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. II. This solicitation, for Full Food Service at Camp Guernsey, WY, is issued as a request for quotation. III. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, effective 18 May 2012. IV. The NAICS codes for this requirement is 722310 Food Service Contractors, Size Standard $38,500,000. This is a Small Business Set Aside. V. This combined synopsis/solicitation is for the following services: Indefinite Delivery/ Indefinite Quantity(IDIQ) Contract for Full Food Service at Camp Guernsey Dining Facility, Base year plus 4 Option Years. Please see attached Statement of Work. VII. Location: Building 201, Camp Guernsey, WY 82214. VIII. Please see attached solicitation for all required provisions and clauses. XV. Defense Priorities and Allocations System (DPAS) assigned rating is: none. IX. Quotes are required to be received no later than 5:00 PM, Mountain Standard Time, on Thursday March 10, 2016 and must include the following: Company name; address; phone numbers; itemized quote; pricing; technical specifications. SITE VISIT INFORMATION Site Visit Instructions. Site visit is scheduled for 1000, Thursday February 25, 2016. The location is Building 201, DFAC, on Camp Guernsey. Offerers wishing to attend shall confirm attendance and equipment by contacting TSgt Desiree Santos at desiree.m.santos3.mil@mail.mil no later than 1600, February 23, 2015. Please arrive at least 15 minutes prior to allow time to be signed onto Camp Guernsey. You will need to bring Photo ID, Drivers License and vehicle documentation to include Insurance. You will be signed on by a representative from The Wyoming Military Department NOTE: In accordance with FAR 13.004, the following information regarding quotations is provided: Legal Effect of Quotations A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. When appropriate, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, preferably in writing. In other circumstances, the supplier may indicate acceptance by furnishing the supplies or services ordered or by proceeding with the work to the point where substantial performance has occurred. If the Government issues an order resulting from a quotation, the Government may (by written notice to the supplier, at any time before acceptance occurs) withdraw, amend, or cancel its offer.
