- This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing a Service Contract. The Q-Exactive mass spectrometer is NIDDK's most sensitive exact mass -Liquid chromatography mass spectrometer (LC-MS) and the primary LC-MS within the Clinical Mass Spectrometry Core. It performs the qualitative and quantitative analysis for numerous clinical studies and many clinical research projects. Such an instrument must be operated continuously and has several complex sub-systems which have many types of potential failures. Downtime and more importantly the length of downtime will significantly impact the ability of the Core to perform clinical studies. The core's project load is currently requiring some samples to be run over weekends. A service contract with the instrument supplier provides an efficient route for maintaining the instrument making it possible to use one instrument rather than operating two. Based on our research, we require the following minimum specifications: Unlimited number of demand on-site service visits with a maximum 72-hour response; Engineer labor and travel shall be included; Priority status for technical support inquiries; One (1) Scheduled Preventative Maintenance visit; Vendor supplied personal computers shall be covered; Factory-certified replacement parts included; Software updates and notifications. Subscription to e-Support Online Technical Resources. One time 10% discount on Parts, Accessories or Consumables for end user during active contract. Software updates and notifications. Updates are defined as Software revisions that provide minor changes that are needed to correct or improve the previous version of the software. Software updates are normally indicated by a software revision number change e.g. version 1.1 to version 1.2. The period of performance shall be for the 12-month period of 9/30/2016 to 9/29/2017. The intended procurement will be classified under North American Industrial Classification (NAICS) code 334516 with a size standard of 500. Offerors who are capable of providing at a minimum, fifty-one percent (51%) of the required/actual services of this solicitation. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Capability statement must be received at the address identified in this synopsis by no later than 10 days prior to close of business (11:00 A.M. local time at designated location) on February 22, 2016. Responses by FAX or E-MAIL WILL NOT BE ACCEPTED. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
