- Justification and Approval This justification for other than full and open competition has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquisition Regulation requirements. Any and all redactions in this published document (that is, language marked out or deleted) have been identified and confirmed by the Government as contractor proprietary information and information which the Government must protect from unauthorized disclosure. The Government's intent to acquire without full and open competition was considered as a part of acquisition planning, and as all considerations of possible sources were made at that time, the Government does not intend to respond further concerning this publication.
