- This is a notice of intent to award a sole source purchase order to JEOL USA Inc., Dearborn, MA for maintenance and service; a base year plus two option years, on a USGS owned JEOL JXA-8900 Electron Microprobe located in Menlo Park, CA. This piece of equipment was acquired in 1992 to provide high quality in-situ quantitative chemical analyses of geologic materials in support of science disciplines across the USGS. There are only two (2) companies worldwide that even make such instruments (JEOL and Cameca), which automatically limits the potential sources of technical and service support. It also means that parts are very specific and come from the factory, as opposed to being available from numerous sources. The electron microprobe is a large complex instrument that by definition must yield high-precision data and by demand must run nearly 24-7. Replacement parts, hardware, software and technician expertise must be specific to the JEOL instrument in order for the instrument to produce high quality data with little downtime. In the 23 years the Government has had a service contract with JEOL, there has been excellent service and very little downtime as a result of their quick response, expertise, and availability of parts. JEOL has the factory trained field service engineers. JEOL provides emergency repair and preventive maintenance for the instruments that they manufactured. JEOL has the expertise and support from the factory. JEOL's replacement parts meet original instrument specifications. There is no other source that meets these requirements. Other interested concerns having the ability to meet the USGS requirement may submit a proposal to the Contracting Officer no later than 03/11/2016 at 1400 EST. As required by FAR 5.102(c) (1) the RFQ G16PS00233 will be made available upon request. Contact the Contracting Officer at sevans@usgs.gov for a copy of the RFQ.
