Description
The Office of the Comptroller of the Currency, a bureau of the U.S. Department of the Treasury, is issuing this sources sought as a means of conducting market research to identify parties that have an interest in providing Avoka Professional Support. All parties are welcome to respond. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System code assigned to this procurement is 541511, Custom Computer Programming Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market research is purely voluntary, and the Government assumes no financial responsibility for any costs interested parties may incur. Interested parties shall provide a capability statement that describes their companies' demonstrated capabilities in providing Avoka Professional Support. "Demonstrated" capabilities means that the company has successfully performed this work for other customers. The capabilities statement shall not exceed ten (10) pages in length. Pages shall be no larger than 8.5" x 11" in size, and the font no smaller than 10 points in size. No marketing materials shall be included as part of the capability statement. Interested parties shall provide the following information in their capability statements: 1. Company name, address, email address, website address, telephone number, and point of contact; 2. Size and type of company ownership (i.e., small business, 8(a), woman owned, veteran owned, etc.); 3. Dun and Bradstreet Number; 4. CAGE Code; 5. Suggested North American Industry Classification System code; 6. Tailored capability statements addressing the particulars of this effort with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements;   7. A detailed description of three (3) current or past contracts or task orders within the past three (3) years that identify the company's ability to provide the Avoka Professional Support. Include the following information: (a) Project Title; (b) Description of the Project; (c) Contract/Task Order Number; (d) Contract/Task Order Amount; (e) Government Agency/Organization; (f) Contracting Officer Representative's name, address, telephone number, and email address; (g) Current status, e.g., completed and/or in progress, start, and estimated completion dates; and (h) A brief narrative of why your firm believes this reference is relevant to the performance work statement. 8. Interested parties shall provide a detailed explanation of their capability to provide services and provide three examples in which similar services were provided based on tasks listed below. BACKGROUND INFORMATION Currently, the OCC has successfully deployed Adobe LiveCycle Forms ES 3, Avoka Composer 4.x, and Avoka TM 4.x as an Enterprise Service. In order to make data collecting forms available online, offline, and in mobile devices without having to develop a new set of solutions every time, the OCC has purchased the Avoka TM product. The OCC has also implemented an Identity Access Management (IAM) solution based on CA's SiteMinder, and Authminder/Riskminder. This IAM solution allows the OCC to secure all external phasing resources and interfaces, including the data submission processes into the Avoka TM server. The OCC has successfully completed the deployment of the MLR Avoka solution as our first business solution using these technologies. The OCC successfully used the MLR Avoka solution during the 2015 MLR data collection. Due to our success in 2015, the OCC would like to expand the use of the MLR Avoka solution in 2016 to collect data from Mid-Size and Large banks. SCOPE OF REQUIREMENT The OCC is seeking expert technical support to assist with the enhancement of the existing MLR Avoka solution, as well as to assist during the MLR Avoka solution pilot, MLR 2016 data collection effort, and training of the OCC's development team that will be building solutions using the Avoka TM product. The training shall involve the co-development of changes resulting from the enhancement of the existing MLR Avoka solution and possibly the development of one additional form. The vendor shall provide subject matter experts capable of performing the following tasks: a. Project Management - The vendor shall develop a project plan in conjunction with the OCC's project manager. b. Modify existing MLR Form to incorporate changes for 2016 - The vendor shall assist the OCC Development team with making enhancements or modifications to the existing MLR Form in preparation for the 2016 data. The vendor shall assist the OCC Development team with any issues resolution resulting from the modifications. c. Modifying the existing MLR form including but not limited to Groovy Services to support Mid-Size and Large Banks data collections - The vendor shall assist the OCC Development team with enhancing and/or modifying the existing MLR Form to make it possible to collect 2016 data. The vendor shall assist the OCC Development team with any issues resolution resulting from the enhancements. d. Modifying the existing MLR external Avoka portal to support new enhancements for Mid-Size and Large Banks data collections - The vendor shall assist the OCC Development team with enhancing and/or modifying the existing MLR external Avoka Portal to support the 2016 data collection. The vendor shall assist the OCC Development team with any issues resolution resulting from the enhancements. e. Modifying the existing MLR internal Avoka portal to support new enhancements for Mid-Size and Large Banks data collections - The vendor shall assist the OCC Development team with enhancing and/or modifying the existing MLR internal Avoka Portal to support the 2016 data collection. The vendor shall assist the OCC Development team with any issues resolution resulting from the enhancements. f. Supporting a MLR Pilot - The vendor shall provide technical resources to assist the OCC Development team with troubleshooting and/or modifying the MLR Avoka solution, based on feedback collected during the pilot. g. Supporting a MLR Data Collection - The vendor shall provide technical resources to assist the OCC Development team with troubleshooting and/or modifying the MLR Avoka solution, based on issues reported during the 2016 data collected process. h. Developer Support, as needed Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by March 2, 2016 at 2:00 pm ET. All responses under this Sources Sought Notice must be emailed to Karen A. Green at Karen.green@occ.treas.gov. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. After a review of the responses received, a pre-solicitation synopsis and solicitation may be posted on the Federal Business Opportunities website. However, responses to this notice will not be considered adequate responses to a solicitation.
