Attached is a draft Request for Proposal. THIS IS NOT AN ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. No telephone calls requesting a solicitation will be accepted or acknowledged. The United States Environmental Protection Agency (EPA), Region 5 Water Division (WD), Ground Water Drinking Water Branch requires technical assistance and capacity development services to develop and build the necessary technical, managerial and financial capacity of tribal Public Water Systems compliance with the objectives of the Safe Drinking Water Act (SDWA) in the states of Minnesota and Wisconsin. Tribal Public Water Systems Technical Assistance and Capacity Development Support for Minnesota and Wisconsin services include promoting sustainability of drinking water infrastructure, information management, data collection, technical support to tribes and operators to achieve full and effective implementation of safe drinking water standards and the highest rate of compliance with those standards. A majority of the technical assistance and capacity development includes site visits for conducting surveys, inspections, training, and assessments of the public drinking water systems and related components of the system. The North American Industry Classification System code is 541620 "Environmental Consulting Services" with a small business size standard of $15 million. The associated product service code is R410, "Support- Professional Program Evaluation//Review/Development". The Agency intends to issue a solicitation in two weeks. In the eventuality that a solicitation is issued, offerors must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/ to be considered a Responsible Offeror and be eligible for award. In April 2016, the Government anticipates awarding ONE hybrid performance-based service contract with firm-fixed-price task contract line item numbers, negotiated fixed price tasks orders, and for Time-and-Material for incidental moderate to high-risk actions. The anticipated award may have a three year base period. The draft RFP is not in final form and is subject to change.
