Description

The PCO-EAST (Program Contracting Office) East intends to negotiate on a sole source basis with Taylor & Francis Group, LLC, 530 Walnut Street, Suite 850, Philadelphia, PA 19106, to establish services to publish the results of the State of the Art (SOTA) Conference on Traumatic Brain Injury (TBI), between August 24-25th, 2015, held by the Office of Research and Development (ORD), in a special issue of a peer-reviewed journal that focuses on brain trauma. The research studies that were supported are approved VA funded studies that contain highly complex projects that are proprietary to VA Funded HSRD studies nationwide. The following services will be provided: General Requirements: The contractor must provide all management, labor, and supervision necessary to produce a dedicated special issue journal publication on the Traumatic Brain Injury State of the Art Conference presented by the Office of Research and Development in 2015: Task 1: Personnel Assignments The contractor will designate personnel considered essential to the work being performed under this contract. The contractor will designate a main contact for prompt administration during this contract. Personnel working on this contract should have experience in the review and publication of articles published in peer-reviewed journals focused on brain trauma. Task 2: Periodic updates on progress of publication The contractor and the VA COR will have an initial meeting within 2 weeks of the contract award to discuss and review the activities of the contract. This meeting will occur remotely by teleconference. Topics will include a discussion of responsibilities and timeline for submission, review, and final publication of the special journal issue. The contractor will provide the COR with monthly updates on progress of the contract. Task 3: Publication Plan The contractor will develop a projected timeline for publication that will include key project milestones to include submission of articles to contractor for review and editing, and anticipated publication date, deliverables and requirements. The projected timeline will include all of the following elements: "Projected date by which ORD must submit first draft of articles to contractor for review; "Timeframe for Administrative review "Timeframe for Peer-review "Timeframe for editing of articles by Authors "Final contractor review, editing and acceptance "Projected publication date Recommendations by the contractor for changes in the approved publication plan will be submitted to the VA. Any recommended changes will be incorporated into the project plans only with the written approval of the VA. oDevelop a publication plan within 30 days of award of contract. Task 4: Publication of Special Issue Journal Upon receiving final approval from ORD, the contractor will publish a dedicated special issue journal by Fall/Winter 2016 on ORD's Traumatic Brain Injury State of the Art Conference meeting. oPublish dedicated special issue journal on the TBI 2015 SOTA by Fall/Winter 2016. This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contract Specialist at Millicent.Covert@va.gov NLT Wednesday, February 19, 2016 by Noon EST. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contracting Specialist will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
