- PRE-SOLICITATION NOTICE Solicitation No. SGE500-16-R-0040 The Regional Procurement Support Office (RPSO) at the American Consulate General in Frankfurt, Germany, hereby provides the following Pre-Solicitation Notice in regards to the issuance of a Request for Proposal (RFP) for: Citizens Perception Surveys in Ashrafieh Area, Beirut, Lebanon The United States Government, through the US Embassy Beirut, Lebanon - International Narcotics and Law Enforcement Affairs (INL), is funding a program to develop and conduct three surveys to measure the perceptions of residents of the Ashrafieh area with regards to the Lebanese Internal Security Forces (ISF). The solicitation may result in the award of a firm-fixed price type of contract. RPSO Frankfurt anticipates the award of a contract during the third quarter of calendar year 2016. Experience in public opinion survey methodologies and extensive field experience in conducting such surveys in Lebanon is required. Companies interested in the solicitation shall express their interest in written correspondence to the attention of Ms. Joanna Catsamaki at the above email address no later than February 26, 2016, using the solicitation Number SGE500-16-R-0040 in the subject line. DO NOT CALL. All requests for a copy of the solicitation MUST include the following information: name of firm, DUNS number, name, telephone number and e-mail address of Point of Contact and complete company physical and mailing address. The solicitation document will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform work in Lebanon. Solicitation and award will be subject to the laws and regulations of the United States of America and the requirement is competed using full and open competition procedures.
