- The below are questions submitted by industry, as well as the response from the Government. Please see below. Question 1: Is the intent of this RFI to get acquisition support to better manage the existing agile practice with the existing vendors. For example, payments to contractors, defining requirements based on desired business outcomes success, collaboration amongst various teams and the VA, develop a strategy to deal with unknowns. VA Response 1: No, the intent of the RFI, as stated in the document, is to gather input from the industry on potential acquisition strategies that would decrease both financial and performance risk for the government as well as the development team, while also improving flexibility. Question 2: Is the VA looking for training to better enable their current agile practice? VA Response 2 : No. Please see VA Response 1. Question 3: Is the VA looking for new agile partners that are more experienced with agile methodologies? VA Response 3: No. Please see VA Response 1. Question 4: Is the intent to find tools to help manage development projects for effectively? VA Response 4: No. Please see VA Response 1. Question 5: What is considered success and how will it be measured? VA Response 5: The question posed is vague, and unclear in its intent. VA will review all responses and input received in response to this RFI. There is no formal evaluation involved with this effort. Additionally, at its sole discretion, VA reserves the right to contact individual submitters directly to further discuss input received if the VA has questions on the response submitted or a concept is presented that warrants additional conversation. This does not obligate the VA to contact any or all of the submitters. Question 6: How many people are on the eHMP Leadership Team? VA Response 6: The eHMP primary government leadership team consists of at eight (8) individuals, made up of both business and technical experts. Question 7: How many Scrum teams are currently in place? VA Response 7: There are currently 10 development teams, 2 dev ops team, 1 system integration team, 1 security team, 1 operations team, 1 testing team, along with project management, and release and deployment teams. Question 8: Are the teams co-located? VA Response 8: Currently some teams are co-located, however many are geographically disbursed. The government management team is geographically disbursed throughout VA. Question 9: There are references to development teams, functional teams, and "additional" teams. Roughly how many of each are currently in place? VA Response 9: Please see VA Response 7. Question 10: How many contracts are in place currently supporting eHMP? VA Response 10: There are currently three (3) contracts that are providing support for the eHMP program. Question 11: What are the contract numbers associated with the previous question? VA Response 11: The Government does not believe this information has any relevant impact on the requested information of this RFI. The intent of the RFI is to gather input from the industry on potential acquisition strategies going forward.
