- The purpose of this Pre-solicitation Notice is to notify that the U.S. Agency for International Development (USAID) in Ukraine intends to award a six-month Contract by issuing a Request for Proposals (RFP). USAID is seeking the services of a full-service public relations/communications/ advertising firm to assist USAID in the conceptualization and execution of public awareness campaigns aimed at increasing the awareness of several reform initiatives underway in Ukraine. Through this activity, USAID seeks to increase Ukrainian public support of the reform process (goal). In order to meet this goal, two "sub-goals" or principles have been determined as follows: 1)Citizens better understand the reforms that the Government of Ukraine (GOU) is undertaking. There appears to be much confusion and misunderstanding among Ukrainians on how or even whether the Government is actively pursuing reforms. GOU ministries too often present varying and conflicting messaging, aimed more at defending their own more narrow interests than the broader and more strategic interests of the GOU or Ukrainians. In addition, competing political interest in an unstable and very competitive political climate are putting forth conflicting messages for tactical gain. As a result, many Ukrainians are unaware of the reforms that are taking place, their components, and the timelines for action. 2)Citizens better understand how reforms will improve their lives. The GOU not provided its citizens with a good understanding of the need for specific reforms and how those reforms are beneficial to the average Ukrainian citizen. Even when citizens see that reforms are bringing about change, they do not understand the benefits that they might receive. Many Ukrainians are concerns that any change that might occur will primarily benefit entities close to the Government or special interests, such as oligarchs. The RFP for the Contract is expected to be issued at the end of February 2016 on the Federal Business Opportunities website (www.fbo.gov). When the RFP is issued, any amendments thereof will be posted on the Federal Business Opportunities website (www.fbo.gov). Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Prospective Offerors are advised that this procurement is subject to the availability of funds. This pre-solicitation notice in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal.
