Description
The Bureau of Indian Affairs (BIA), Branch of Acquisition, Central Office, is conducting market research and is issuing this announcement to seek potential sources who would be interested in performing the Alaska Tribal Court Code and Rule Development Project. The project will train people in each region to assist villages and groups of villages to write or amend tribal codes and rules by initiating formal court procedures or enhance existing ones. The training curriculum must be developed and delivered by licensed attorneys and must be designed and presented in a manner that incorporates and preserves the Alaska Native ways of addressing civil disputes and criminal activity. The task will require knowledge of the various Alaska villages, superior legislative writing skills and the ability to convey those skills in a well-organized training program. The contractor must resolve the geographical and climatological obstacles in each of six Alaska regions. This is an Indian Small Business Economic Enterprise (ISBEE) Set-Aside Sources Sought Notice only, issued in accordance with the Buy-Indian Act. The Buy Indian Act can be located at 25 U.S.C. 47. This is not a solicitation announcement and is not to be construed as a commitment by the Government for any purpose other than market research. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. The Contractor shall perform in accordance with all standards outlined in the Statement of Work and with all applicable federal, state, local and tribal laws and regulations. As part of the requirements, the contractor shall provide all personnel, materials, and services as necessary to facilitate the Alaska Tribal Court Code and Rule Development Project. The North American Industry Classification System (NAICS) code is 611430 and the small business size standard is $11M. Any interested and qualified sources are requested to provide a brief capabilities statement and letter of interest to Terri Cady via email at terri.cady@bia.gov.
