- Amendment A001 Posted 02/16/2016. The purpose of this amendment is to upload the questions and answers and to extend the solicitation to close on March 09, 2016. For All changes to the SIR and attachments please see Amendment A001 (SF-30). Correction performed 01/20/2016 to replace attachments 10 & 3. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Enterprise Services Center (ESC) has a requirement for Financial Services. ESC operates as a federal financial shared service provider and is one of four (4) federal financial management centers of excellence as designated by the Office of Management and Budget (OMB). The FAA contemplates award of an Indefinite Delivery/ Indefinite Quantity type contract with a 1-year base period and Six, 1-year option periods if exercised. The award will be made utilizing a best value determination, permitting tradeoffs between technical, past performance, and price. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED OR E-MAILED TO THE CONTRACTING SPECIALIST. CONTACT INFORMATION BELOW. All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Jason McLaughlin, Contract Specialist (AAQ-731), via e-mail at jason.mclaughlin@faa.gov. All proposals must be received by the FAA, Bid and Proposal Office (AAQ-710) Room 313, 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, no later than 3:00 P.M. CST, March 04, 2016. Hand-carried proposals (or proposals sent by overnight delivery) shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: SIR No. DTFAAC-16-R-02043; due 3:00 P.M. CST, March 04, 2016. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CST, March 04, 2016, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. Any and all questions pertaining to this SIR should be submitted in writing to the Contract Specialist at, jason.mclaughlin@faa.gov by 1:00 p.m. CST on February 01, 2016 to allow for adequate response time. No questions will be allowed after that date and time.
