Description

The purpose of this Sources Sought Notice is to search for small business concerns capable of conducting a Sprinkler System Check Valve and Five Year Obstruction Inspection as listed below. This Sources Sought Notice is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this Sources Sought Notice. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this Sources Sought Notice. The draft Statement of Work (SOW) follows: ================================================================== STATEMENT OF WORK FOR SPRINKLER SYSTEM CHECK VALVE AND FIVE YEAR OBSTRUCTION INSPECTION 1. Contract Title. Sprinkler System Check Valve and Five Year Obstruction Inspection 2. Background. Requirement to meet NFPA 25 and The Joint Commission Inspection Standards 4. Scope. Contractor to perform 5 year Obstruction Inspections as per NFPA 25. Bldgs., 1, 4, 5, 7, 46, 47, & 99, Fire Systems will be drained; Contractor will then open the FDC check valve and internally examine the feed to the system. A head will be removed to check for signs of scaling and obstructions. After the condition of the system has been documented VA Fire Department will refill the system and return it to ready status. Contractor will replace all heads that are removed with new heads. Any repairs that the contractor recommends during the 5 year obstruction testing is outside this proposal and shall require Government approval before completion. Building # 1 will have both FDC's checked and the check valve in the stairwell feeding each floor will be removed and checked as well. 5. Specific Tasks. 5.1 Provide and install all components that are listed below and also provide all incidentals to complete the project. 5.2 Inspect 8 FDC Check Valves 5.3 Inspect a total of Approx. 25 check valves which feed the branch lines on each floor in Building #1 6. Deliverables. Complete the required inspection stated in the SOW and document it in accordance with NFPA 25. 7. Place of Performance. VA Butler Healthcare, 325 New Castle Road, Butler, PA 16001-2480. Any interested small business concern must submit a no longer that 3 page capability statement addressing its ability to meet the requirements above to Mark Murray, Contract Specialist, at mark.murray4@va.gov no later than 22 February 2016, 12:00 PM. Interested parties are also welcome to identify any ambiguities with the SOW and are welcome to suggest enhancements to the SOW and include them in their 3 page capability statement. Questions regarding this Sources Sought Notice will not be answered.
