- Statement of Work AAS #153420011 MTS System 1.0 Background: 1.1 Benet Laboratories required maintenance of their MTS System to ensure it's availability for crucial testing. 2.0 Applicable Documents: None 3.0 Scope/Objective: 3.1 Provide calibration and maintenance support to Benet Labs for one (1) MTS System. 4.0 Requirements: 4.1 Contractor shall provide on-site semiannual preventative maintenance to the MTS 55KIP 810 Material test system with 458.20 micro-sole controller (system #976.30-33) as follows: 4.1.1 Analysis of hydraulic oil 4.1.2 Hose inspection 4.1.3 Adjustment of HPS pressure relief settings 4.1.4 Check/charge accumulators as required 4.1.5 Testing of interlocks 4.2 Contractor shall provide motor inspection: 4.2.1 Inspect/change oil filters as required 4.2.2 Verify proper operation of hydraulic lifts, locks, and electric interlocks 4.2.3 Inspect actuators 4.2.4 Replace hydrostatic bearing filter elements when necessary 4.3 Contractor shall verify proper installation and operation of grips/grip supplies. 4.4 Contractor shall provide maintenance for electronic modules: 4.4.1 Inspect/repair controls and displays 4.4.2 Check/adjust servo-loop response & balance servo-loop 4.5 Contractor shall perform electronic alignment 4.6 Contractor shall calibrate (as required) Load cell, LVDT (stroke) Extensometers & Clip gages (strain) 4.7 Contractor shall provide hotline support. 4.8 Contractor shall be required to respond to service call(s) within one week after being notified of equipment problem or failure. 4.9 Contractor shall repair equipment within 4 days (based on parts availability) or as otherwise agreed upon on a case by case basis. 5.0 Special Requirements: 5.1 Accounting for Contract Service: 5.1.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the [MTS System Maintenance] via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/ 5.1.2 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2016. Contractors may direct questions to the help desk at: http://www.ecmra.mil/ 6.0 Period of Performance on this maintenance contract shall be for one year (4/1/2016- 03/31/2017). 7.0 QASP: Performance Objectives Reference Acceptable Quality Level (AQL) Method of Surveillance Provide 2 PMs and Calibration per year Para 4.1-4.6 100% Feedback from the Technical POC for each PM Respond to service calls within 7 days Para 4.8 95% Feedback from the Technical POC Complete repairs within 4 days (based on parts availability) or as otherwise agreed upon a case by case basis.
