Description
Aerospace Engineering Services - Tinker AFB Commodities Engineering is seeking sources to develop reliability and maintainability improvements for the F-15 rudder actuator, part number 3U3151-5E, 1650-01-065-7768, CAGE 60029. This is not a solicitation / request for proposal and no contract shall result from this notice. The Government does not intend to issue a contract on the basis of this request or otherwise pay for any information solicited herein. After the review of the responses to this sources sought notice, and if the Air Force still plans to proceed with the effort, a solicitation announcement will be published on the Federal Business Opportunity (FBO) website. Submission of a response to this notice is in no way considered a proposal for services. Responses to this notice are NOT a request to be added to the list of approved vendors for the manufacture or re-manufacture of the F-15 rudder actuators or to receive a copy of the potential engineering services solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Statement of Service: The Air Force has a need for an improved F-15 rudder actuator. The F-15 aircraft will continue to fly for another 25 years. The existing rudder actuator design is outdated and current reliability is limited to approximately 800 flight hours (MTBF). The rudder actuator is part of the F-15 primary flight control system controlling the yaw axis authority of the aircraft. The rudder actuator consists of an actuator fitting assembly, a master control and bypass valve assembly, a linkage body assembly, a reservoir thermal relief and check valve, two damping mode replenishing check valves and a differential relief valve. The service provider would be required to provide engineering services as necessary to develop engineering design changes to the rudder actuator, build prototypes and perform a variety of testing including function and qualification of the rudder actuator to the requirements in the performance specification. For the purpose of this notice, the below requirements apply: -- Form, fit and function interchangeability must be maintained -- Improve Mean Time Between Failure (MTBF) to a minimum of 2000 hours -- Provide a complete, Government-purposes technical data package for all parts changes or developed to include manufacture, inspection, repair or refurbishment -- Analog (AV) voltage position output (0 -10Vrms) added to the jack for the actuator If an offeror believes that they may have the skills and capabilities to perform this engineering service, provide completed copy of DD2345 to the contact below (email is acceptable). Upon review of the DD2345 a copy of the non-confidential, non-proprietary Performance Specification (PS) will be provided via email. This PS will contain detailed functional, performance, durability and qualification requirements for the item. In addition, an offeror shall provide details on similar reliability and maintainability projects such as scope of previous projects, design changes and qualification testing that was performed. 423 Supply Chain Management Squadron Attn: Jenny Ewy Bldg 3001, post 1AB1-100A Tinker AFB, OK 73145 Jenny.Ewy@us.af.mil Within three months of this sources sought notice, potential sources should provide a rough outline on proposed improvements and Rough Order of Magnitude (ROM) pricing for the engineering service in question. Details for potential prototypes, quantity of prototypes and qualification testing will be detailed at a later date. All material provided in response to this notice shall be unclassified, non-confidential, and non-proprietary to the maximum extent practicable. Digital and physical responses to this notice will not be returned. The Government will not reimburse any preparation costs. At any time after receipt of responses, the Government reserves the right to contact respondents for further discussion and/or clarification of the submittal. Again, this is a sources sought notice and in no way represents the Governments intent to solicit or award any future contracts. The Government is solely seeking to identify potential sources available to meet the Governments need.
