- The Naval Air Warfare Center Aircraft Division, Lakehurst intends to enter into sole source negotiations for the disassembly, repair, and calibration to piece part level of major sub-components and subsequent reassembly, testing, alignment and adjustments for the Cockpit Mapping Robot (CMR), part number (P/N) B19687DA, NSN 2VX4920-LL-PFS-A893-AG. The anticipated award will be made to Thales Avionics, SAS, located in France. Thales Avionics is the Original Equipment Manufacturer (OEM) of the CMR and they hold the proprietary rights to the data necessary to provide the proper repairs and alignment. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. The components that will be repaired and aligned are: Control Unit (P/N E34823AA), Display Bench Equipment Cable (P/N E34825AA), Movement Unit (P/N D30301BA), Adjustment Tool (P/N D30988AA), Helmet Track Mount B-1 (P/N E34840AA), Top Owl Support (P/N F13955652), and Movement Unit (P/N D37054AA). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract.
