- THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR MARKET RESEARCH ONLY TO DETERMINE THE AVAILABILITY OF CONTRACTORS THAT CAN ASSESS THE HELIUM MARKET FOR THE PURPOSE OF DETERMINING THE PRICE OF HELIUM AS REQUIRED BY THE HELIUM STEWARDSHIP ACT OF 2013. DESCRIPTION: The BLM Amarillo Field Office, Helium Operations ¿Amarillo Texas is in the process of determining the availability of sources that can analyze the Helium market to assist in determining a separate sale and minimum auction price for the Federal Helium (Sec. 6(b)(7). These sources shall verify that they do not have a conflict of interest when responding to the sources sought notice. THERE IS NO SOLICITATION AT THIS TIME. This is not a formal solicitation, but sources sought notice. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential contractor or their employees regarding this requirement is strictly prohibited. REQUIREMENT: The Federal Helium Program is mandated by the Helium Stewardship Act to develop, on an annual basis, the minimum auction price and separate sale price in dollars/thousand cubic feet for the Helium that will be sold from the Federal Reserve each year. In order to develop a Helium price, knowledge of international Helium storage and supply is required. The potential contractor shall not have a conflict of interest that would prejudice their results. PERIOD OF PERFORMANCE: The Period of Performance is estimated to be one (1) Base Year with the potential of Four (4) additional one -year options. CAPABILITY STATEMENT: To demonstrate an interest in this Sources Sought notice, please submit your capability to gather, assess and develop conclusions supporting the proposed Helium pricing. All responses shall include the following information: 1) Company name, point of contact, address, email address, Website address, telephone number, size of company, Cage Code, DUNs Number and Certifications and Representations 2) Company's capability statement addressing the particulars of requirement with appropriate supporting documentation. 3) A statement indicating the Contractor's ability to prepare and submit detailed invoices via IPP. 4) Company socio-economic Program Participation: small, HUBZone, 8(a), SDB, Woman-owned, Service Disabled Veteran-owned. 5) Please provide only the minimum information necessary to demonstrate capability at this time. Responses to this announcement are due in this office no later than 4:00 p.m. CST, on Monday, 29 February 2016. Any and all inquiries concerning this announcement shall be in writing submitted no later than Wednesday, 24 February 2016. Any inquiries after this date shall not be addressed. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Information provided will not be used as a part of any subsequent solicitation requirement.
