Description
ENCORE III Synopsis: The Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO), 2300 East Dr., Building 3600, Scott Air Force Base, IL 62225, anticipates the issuance of the Final Request for Proposal, HC1028-15-R-0030, in support of the ENCORE III program on or after February 22, 2016. ENCORE III is a follow-on contract to ENCORE II, and like its predecessor, will be a Multiple Award Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract. The overall objective of ENCORE III is to provide global information technology services under task order type contracts that support the military services, the Department of Defense, and other federal agencies. Contractors will be required to perform work under the associated task orders in locations throughout CONUS, OCONUS, and warzone areas. The total amount of all orders placed against all ENCORE III contracts shall not exceed $17.5B over a ten-year period of performance. The ten-year period of performance consists of a base period of five years and includes five one-year options. The ENCORE III Multiple Award ID/IQ will consist of two suites of contracts consisting of one small business set-aside suite and one full and open suite. The Government anticipates awarding a maximum of 40 contracts, with up to 20 contracts under the small business set-aside suite and up to 20 contracts under the full and open suite under North American Industry Classification System code 541519, "Other Computer Related Services" (revenue size standard $27.5M). This solicitation and any amendments will be issued electronically in accordance with FAR 4.5 and 5.102 and hardcopies will not be provided. Any contractor wanting an electronic copy may download it on or after the issue date by accessing the following address via the internet: http://www.fbo.gov. All offerors will be required to deliver an electronic proposal to https://www.ditco.disa.mil/vendors/. Prior to submitting proposals, the offerors shall be registered in the System for Award Management (SAM). You may register via the Internet at https://www.sam.gov/ or contact the SAM Registration Assistance Center at 1-866-606-8220. Offerors must also have an External Certification Authority (ECA), located at: http://iase.disa.mil/pki/eca/. This web page provides links to approved ECAs. To apply for your certificate, select one of the approved ECA vendors and complete the registration. When applying, personnel will be required to verify their identity. If a new ECA is required, please contact the ECA vendor as soon as possible. The length of acquiring an ECA depends on the vendor approval. **NOTE: A Medium Assurance certificate is the type of certificate required.** Offerors must be registered on the DITCO Solicitation and Uploads (formerly DCOP) web site, https://www.ditco.disa.mil/vendors/. If the offeror has an existing account (i.e., registered with DITCO for a prior solicitation) it is not necessary to re-register. The offeror may use that existing account to upload their proposal. If the offeror is required to register on the DITCO web site, choose the option for "The solicitation requires vendor registrations for eligibility" during the registration process. The offeror will then be prompted to enter the solicitation number. The solicitation number entered at this point is only used to help DITCO prioritize the order in which to review and approve the registration requests. Upon completion of the on-line registration process, a DITCO representative will review and approve the registration request before the offeror will be given access to the protected areas of the web site. As soon as the registration has been approved, an email will be sent to the email address of the person who registered. The email will contain a user id and password that will be needed when uploading proposals. The approval of the registration request usually takes one business day. This registration process allows DITCO to precisely track when proposals are uploaded (or attempted to be uploaded).
