- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACCAPG), Natick Contracting Division (NCD) in support of the Program Manager - Survival, Support and Equipment Systems (PM-SSES) intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed price contract on a sole source basis to Macy Industries Inc. located at 8 Industrial Park Dr, Unit 4 Hooksett, NH 03106, under the authority as prescribed in 10 USC 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requirement is for a 12 foot and 18 foot ladder that meets the following specifications: a)When extended, the 12 foot ladder shall reach12 feet from the bottom of the ladder to the top rung and shall be a maximum 18" wide. The 18 foot ladder shall reach 18 feet from the bottom of the ladder to the top rung and shall be a maximum 18" wide. b)Shall have removable/modular sections in order to reduce overall ladder length and to facilitate easy maintenance/cleaning. c)When collapsed, shall have maximum dimensions of 28" x 18" x 4" d)Distance between rungs shall be no greater than 16" e)Shall have a minimum 12" of usable rung space. f)System weight shall be no greater than 12 lbs for the 12 foot ladder and 18 lbs for 18 foot ladder. g)Shall have a safe working static load of 350 lbs on each rung with a 2:1 safety factor. h)Shall have a minimum one year warranty. i)Shall be functional when exposed to extreme hot and cold storage temperatures (-60º F to 180º F) and operational temperatures (-10º F to 120º F). j)The ladder shall be finished in a non-reflective tactical color (tan, black or green) k)Designed with corrosion-resistant internal and external components due to repeated exposure to harsh elements (chlorinated water, fresh water, sea water, and Petroleums, Oils and Lubricants (POLs) - specifically diesel fuel, gasoline, motor oil, and weapons cleaning fluids. l)When deployed shall not produce an acoustic signature. Macy Industries is the only source with ladders that meet or exceed the required specification and no other source is capable of supply these items. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, to the Army Contracting Command - Aberdeen Proving Ground CCAP-SCN, Natick Contracting Division via e-mail ONLY to paul.d.yatsco.civ@mail.mil AND michael.dalessandro6.civ@mail.mil, no later than 2:30 p.m. EST 26 February 2016. The U.S. Government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
