- NASA/ARC is hereby soliciting information about potential sources to provide a 2 day training class for the LSTAR V(2) Radar System Operator Training. The LSTAR units are manufactured by SRC, Inc. Objectives: Upon completion of the course, students shall be able to: • Assemble and disassemble an LSTAR V(2) radar system • Understand the theory of radar operation • Identify LSTAR V(2) parts and their functionality • Operate an LSTAR V(2) radar system using a computer with the LSTAR V(2) operational software • Troubleshoot operational issues Scope of Work: • Apply the basic elements of radar theory • Utilize a working LSTAR V(2) radar system to identify all parts and their functionality • Train teams of two people to remove LSTAR V(2) parts from their transportation cases and assemble the radar system • Train teams of two people to disassemble an LSTAR V(2) radar system and pack all parts into their appropriate places within the three transportation cases • Define the key components of the LSTAR V(2) operational software • Train teams of two people on the use the computer system that operates the LSTAR V(2) by using simulated data in conjunction with the operational software • Learn troubleshooting techniques and procedures for field operations • Share lessons learned with other government teams that have been trained to operate the LSTAR V(2) radar systems The National Aeronautics and Space Administration (NASA) ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the LSTAR V(2) Radar System Operator Training. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. All responses shall be submitted to Rachel Jandron at Rachel.A.Jandron@nasa.gov no later than 12:00 p.m. (noon) PST, on Tuesday 2/23/2016.
