THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). This market research tool is being issued for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Command (NAVFAC), implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. This announcement is for information and planning purposes to determine the availability of sources prior to issuing the RFP. All small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Governments best interest. This is not a solicitation, but a Sources Sought only. NAVFAC Atlantic is seeking eligible small business firm capable of providing an emerging leader training program that will promote mental, social, and educational needs of thirty (30) selected candidates (each session) while encouraging positive individual values. The contractor shall provide all labor, management, supervision, tools, materials and equipment necessary. The session is comprised of three nonconsecutive weeks of classroom training where all participants are present from 0800-1500, Monday through Friday, five days a week. The services provided by the contractor will satisfy the need to further prepare the trade and labor force with the competencies for management and leadership by offering the NAVFAC ATLANTIC Emerging Leader Program. This program specifically targets General Schedule (GS) 7- 11, WG-07 through Wage Grade (WG)-15, Work Leader (WL)-5 through WL-13, and Wage Supervisory (WS)-1 through (WS)- 09 within NAVFAC Atlantic Area of Responsibility (AOR). The NAICS code for this proposed procurement is 611430 Professional and Management Development Training. If the solicitation is issued, the solicitation will consist of a base period and options totaling five (5) years of performance. The work on this contract is anticipated to be located within the Naval Facilities Engineering Command ™s (NAVFAC) Area of Responsibility (AOR) the primary area of focus for this contract is the continental United States (CONUS). The awardee will be required to provide leadership development for 30 aspiring leader participants from Naval Facilities Engineering Command ™s (NAVFAC) Area of Responsibility (AOR) General Schedule (GS) and Wage Grade (WG) labor force. The following are examples of the performance outcomes used in this requirement: Personalized Emerging Leadership Development Plans: The contractor shall provide emerging leadership assessment to assist participants current proficiency versus required proficiency included in OPMs model. Experiential Learning Activities: The Contractor shall design a personalized emerging leadership development plan which will act as a blueprint and road map for the developmental needs of the participants throughout the program. Core Classroom Curriculum: The Contractor shall develop and implement instructional content to improve competencies in leadership developmental, team building, effective communications, customer service, management skills, and experiential learning. This announcement constitutes a Sources Sought for information and planning purposes. Naval Facilities Engineering Command (NAVFAC) Atlantic ™s intent of this announcement is to identify qualified and experienced sources for a contract vehicle that will serve as support to it ™s Public Works Business Line in providing instruction for the Emerging Leaders Program, in various locations. This announcement constitutes a sources sought for written information only. This is not a solicitation announcement for proposals and a contract will not be awarded from of this announcement. Anticipated NAICS Code: The NAICS Code for this requirement is 611430 Professional development training and the Size Standard is $11 Million. Reponses to this Sources Sought request should reference N62470-16-R-5004 and shall include the following information in this format: 1. Company name, address, point of contact name, phone number and email address. 2. Contractor and Government Entity (CAGE) Code. 3. If the services can be solicited from a GSA schedule, provide the GSA contract number. 4. Size of business - Small Business, Small Disadvantaged, eligible 8(a) small businesses under the Small Business Administration ™s (SBA) business development program, certified Hubzone small business, Woman-owned small business, Economically Disadvantaged Worman-owned small business, Veteran Owned small business and/or Service Disabled Veteran-owned. Please identify under which small business categories you qualify. If claiming 8(a) or HUBZone provide a copy of the certification or point of contact information for the SBA assigned Small Business Development Specialist assigned to your firm. 5. Detailed information in narrative form demonstrating how your firm would meet the requirements of Limitations on Subcontracting, FAR Clause 52.219-14 and accomplish at least 50 percent of the cost of contract performance incurred for personnel. Ensure response is specific to the work described herein and provide estimated percentages of what work your firm would accomplish for the effort. Identify subcontracting, joint ventures or teaming arrangements that will be pursued, if any. 6. A copy of SAM.GOV active registration. Must reflect Data Universal Numbering System, Commercial and Government Entity, and Reps/Certs. 7. Capability statement displaying the contractor ™s ability to provide the services, to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 8. Include any other supporting documentation. 9. Identify conditions or issues the U.S. Government should consider or may interfere with the intention of this project. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages in no less than 12 font size, excluding copy of SAM.GOV active registration. Schedule and Related Costs There will be at a minimum of Two (2) sessions annually. Each session is comprised of three (3) non-consecutive weeks located within the Naval Facilities Engineering Command ™s (NAVFAC) Area of Responsibility (AOR) the primary area of focus for this contract is the continental United States (CONUS). The governments will provide all classroom facilities. Potentially the first Two (2) sessions annually will be held in Washington DC and San Diego. The contractor will make its best effort to schedule the delivery of the course at a time convenient to the customer. Pricing includes costs for the described courses for up to 30 participants, including course materials, air and/or ground transportation, per diem, shipping and general administrative and costs. Government will provide classroom for up to 30 Participants with Desktop/Lap Top with USB and DVD capability, Video Projector (Preferably 1200 lumens or greater) with appropriate sound system.
