- Sources Sought Information Guardrail and Fencing Chena River Lakes Flood Control Project THIS IS A SOURCES SOUGHT NOTICE ONLY for "Guardrail and Fencing Installation at the Chena River Lakes Flood Control Project, North Pole, Alaska." OFFERS OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. DESCRIPTION OF WORK: Maintaining the integrity of flood risk management assets and providing safe recreational opportunities for the public are critical components of the Chena River Lakes Project mission. Toward these efforts, approximately 3,600 feet of guardrail will be installed along the toe of the Tanana Levee along the Old Richardson Highway. The contractor may be required to re-grade as needed to level the area prior to guardrail installation. Equipment required for this contract shall be capable of efficiently installing guardrail per Alaska DOT & PF standard specifications for highway construction (2015 Edition). The contractor will be responsible for utility locates within the project area. This contract will also include installation of a 24 foot electric sliding gate and approximately 180 feet of chain link fencing at the Chena Project Office. The estimated award date is June 1, 2016. The period of performance is between June 1 and August 28, 2016. The Contractor is to furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the work. Construction Wage Rate Requirements, formerly known as Davis-Bacon Act wages, will apply. Type of contract is firm-fixed price. If the project is cancelled, all proposal preparation costs shall be borne by the offeror. All offerors are advised that they must be registered in System for Award Management (SAM)/ Small Business Administration's Dynamic Small Business Search (DSBS) as a joint venture. We advise offerors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. The North American Industrial classification System (NAICS) code is 238990, which has a size standard of $15.0 million. The estimated magnitude of the project is $300,000-$400,000. There is a requirement for insurance for work on a Government installation in accordance with FAR 52.228-5. The contractor shall have at least the minimum amounts of insurance as required in FAR 28.307-2. Therefore, the successful offeror shall have the capability to acquire such insurance. Performance and payment bonds will be required. Interested vendors are requested to respond to the primary point of contact by e-mail with the following: 1. Company Name, Address and DUNS number 2. Small Business status (for example, Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business) 3.
