- DRAFT STATEMENT OF WORK: COSMIC-2 Telemetry Only Remote Tracking Station Data Services (COSMIC TO RTS Services) COSMIC-2 Telemetry Only Remote Tracking Station Data Services (COSMIC TO RTS Services) In this Sources Sought notice, The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data Information Services (NESDIS) is seeking potential sources with the capabilities to provide certification, operation, and data services for the Constellation Observing System for Meteorology, Ionosphere, and Climate (COSMIC)-2 (also called FORMOSAT-7) program additional Telemetry Only Remote Tracking Station (TO RTS) sites. Detailed specification of downlink parameters and file handling requirements are described in the attached DRAFT Statement of Work (SOW). NESDIS contemplates the award of one Firm-Fixed Price (FFP) performance-based contract. As part of its market research, NOAA/NESDIS is issuing this Sources Sought notice to determine if an adequate number of qualified, interested businesses across various economic categories exist with the capability to provide these services. • Establish receive capability at suitable regional sites to minimize COSMIC-2 constellation system latency within eight months of award. Anticipated sites are in the South Pacific, West Africa or East Africa; however, other sites may be proposed by contractor or directed by NESDIS. Baseline COSMIC-2 sites are listed in the attached draft SOW. Vendor must be able to work with in-country organization to establish site access. • Ensure physical site security and information technology security to ISO and NIST standards as required by NESDIS and described in the attached draft SOW. • The downlink from each spacecraft is at S-band at either a 2 Mbps or a 32 kbps RHCP stream BPSK/NRZ-M modulated with Reed-Solomon encoded CCSDS transfer frames. Carrier frequency stability is within 10 ppm. The TO RTS must be configured and capable to receive both high and low rate downlink at all times. To achieve system downlink performance, the estimated required gain over noise temperature (G/T) at ten degree elevation is 13 dB/K. • Collect all daily COSMIC-2 Equatorial passes within view of TO RTS (approximately forty-five passes per day), distributed over the full day with a system error-free data delivery performance of greater than 99% each month and system availability of greater than 99.54% each month for COSMIC-2 contacts 24 hours per day, every day of the year. • Deliver an average 30 MB of pass data per pass to US data management system over the Internet within 60 seconds of pass completion using secure data transfer. • Report performance measures on a monthly basis including: system availably time, number of scheduled contacts, number of declined contacts, number of completed contacts, Eb/N0 over the duration of each contact, number of bit errors per contact, transfer time for data delivery to US data management system. • Option: Provide capability for commanding. The command link to each spacecraft is in S-band RHCP with a data rate 32 Kbps. The BPSK/NRZ-M modulated formatted data stream consists of Consultative Committee for Space Data Systems (CCSDS) separated by a continuous idle. Signal bandwidth is less than 32 kHz. Carrier frequency stability must be within 2.5 ppm. The transmitted Effective Isotropic Radiated Power (EIRP) must be at least 48 dBWi. • Report G/T measurements quarterly. CAPABILITY: All prospective firms interested in performing this requirement may reply to this Sources Sought notice and shall provide the following: • Capability Statement (limited to 5 pages in length, singled-spaced, 12 point font minimum) to demonstrate the ability to perform the requirement. This statement should specifically describe your firm's ability to provide adequate resources to perform the task. • Relevant Experience (limited to 2 pages) in projects of similar size, scope and complexity; citing dollar value within the last three years, including contract number; indication of whether a prime contractor or subcontractor; Government/Agency point of contact and current telephone number; and a brief description of how the contract referenced is relevant to the scope of work. • Contractor's expertise in providing services to OCONUS (limited to 2 pages). • Discuss technical or contractual alternatives or suggested options for the establishing the COSMIC receive capability at the proposed site. Provide pricing structure and alternatives for non-recurring development cost, baseline telemetry only service or with optional command service. If relevant, describe price/performance impacts of alternative technical implementations or contractual models other than fixed fee for service. What is the value to the Government of these alternatives? (limited to 2 pages). In addition to the above, provide: 1. The name, address, and cage code of the organization; 2. Point of contact including name, title, telephone number, and email addresses; 3. Information if the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business; 4. A statement of interest regarding the company's willingness to provide a no-obligation capability briefing or demonstration. 5. Your GSA Schedule and the corresponding SIN, if applicable. Responses shall be compatible with Microsoft Word 2010. Any vendor proprietary information must be marked as propriety on each page. The Government will not assume that any of the information provided is proprietary unless it is conspicuously marked on each page. The Government will not contact a respondent to determine whether any unmarked information is proprietary.
